Job Details

The Manager, Financial Reporting & Accounting Services ensures the integrity, transparency, and reliability of the City’s financial management framework, supporting organizational accountability, public trust, and emerging financial reporting and compliance needs through responsive service delivery. As a senior technical leader in corporate finance, the role provides expert oversight of financial reporting, payroll compliance, audit coordination, and legislative adherence, contributing to the City’s financial stewardship and commitment to responsible, citizen-focused service. Through sound judgment and professional expertise, the position safeguards the accuracy of financial information used by Council, leadership, and the community, strengthening confidence in the City’s fiscal decisions and long-term sustainability.

The Manager provides leadership, guidance, and subject-matter expertise to finance staff, departmental directors, managers, and external partners, including accountability for leading staff, assigning and coordinating work, supporting performance and development, and maintaining effective day-to-day delivery across financial reporting, payroll, accounts payable, and related accounting functions. The role supports a respectful, inclusive workplace by fostering collaboration, offering informed advice, and navigating sensitive or complex financial matters with discretion and emotional intelligence. As the City’s senior technical resource and subject matter expert on accounting and payroll compliance, the Manager enhances financial reporting, audit, and compliance processes in response to evolving organizational and legislative requirements and ensures staff, stakeholders, and auditors receive clear, professional, and reliable direction.

Qualifications

The successful candidate will hold a university degree in Business Administration, Accounting, Financial Services, or a related discipline, along with a Chartered Professional Accountant (CPA) designation in good standing. They will bring a minimum of seven (7) years of progressively responsible experience, including at least five (5) years in a senior accountability role within accounting or financial services, demonstrating leadership, operational decision‑making, and broad exposure to finance-related functions. The role requires proven experience overseeing year-end financial statement preparation, coordinating audits, and managing complex financial reporting within a Public Sector Accounting Board (PSAB) environment. Candidates must possess strong knowledge of relevant legislation, regulations, by-laws, accounting standards, and internal policies governing municipal financial administration, payroll compliance, procurement, and statutory reporting. Advanced proficiency in Microsoft Excel, along with solid working knowledge of financial systems, database applications, and Microsoft Office tools, is essential to support effective financial analysis, reporting, and operational oversight.

Additional assets include graduate‑level education such as an MBA, a Master of Public Administration, or a related advanced degree. Training or coursework within the municipal sector through AMCTO, AMO, or comparable organizations. Candidates who demonstrate strong leadership and team‑building capabilities, including the ability to coach, motivate, and support staff in a complex, deadline‑driven environment, will be well regarded. The ability to foster positive and productive working relationships within a unionized or multi‑union setting is also an asset. Strong public, employee, and stakeholder relations skills are important, particularly the capacity to communicate clearly, build collaboration, and maintain organizational credibility. Experience within municipal or broader public‑sector finance, including budgeting, forecasting, financial planning, and labour‑related costing or collective bargaining support.

Classification for this position: Non-Union Job Class 7

Salary Range: $145,121
