Job Details
The Advisor, Emergency and Risk Management supports the City’s emergency management, risk management, and business continuity readiness by developing and maintaining compliant plans, procedures, training, and reporting aligned with legislation, municipal policies and by-laws, and recognized best practices. As one of two Advisors, the role works in close partnership with the other Advisor, supports the Program Manager, Insurance & Risk Management, and operates under the overall direction of the Director, Emergency & Risk Management. The Advisor strengthens preparedness and coordinated response and recovery through effective program delivery, accurate documentation, stakeholder coordination, and integrated administrative and operational support. The role is on-call and may be required to report to emergency facilities or sites on short notice, with extended hours during emergencies or planned incident responses.
The Advisor provides timely advice and subject-matter support to leaders and employees across the corporation, reinforcing role clarity, compliance, and consistent execution during preparedness activities and incidents. Each Advisor maintains sufficient breadth across all functional areas to provide cross-coverage, with lead responsibilities assigned to balance workload and support continuity. The role exercises tact, discretion, and sound judgment when handling sensitive information, escalates complex or high-risk matters as required, and supports effective service delivery through coordinated logistics, documentation, and stakeholder communications.
Qualifications
Seeking candidates must hold a post‑secondary diploma (three‑year) or degree in Emergency Management, Public Safety, Public Administration, or a related discipline, or possess equivalent professional accreditation. A minimum of five years of progressively responsible experience in emergency management, public safety, risk management, or business continuity is required, including demonstrated ability in developing emergency plans, reports, and preparedness documentation. Applicants must also have experience in training and exercise development and delivery, with the ability to interpret and apply relevant legislation such as the Emergency Management and Civil Protection Act and Ontario Regulation 380/04. Strong communication and organizational skills, sound project‑management capability, and discretion when working with sensitive information and diverse stakeholders are essential. A valid Ontario Driver’s Licence and access to reliable transportation are required.
Asset qualifications include Joint Health and Safety Committee (JHSC) Certification (Part I and II) or the ability to obtain certification within a specified timeframe; completion of Emergency Management Ontario’s Basic Emergency Management and Incident Management System courses; and recognized business continuity accreditation. Knowledge of the City of Peterborough Emergency Plan and its relationship to the Peterborough County Emergency Plan is considered an asset.
