Job Details

Reporting to the Manager, Building Operations / Deputy Chief Building Official, the Services Manager, Building Permits & Plans provides strategic and operational leadership for the City’s permit intake, zoning review, and construction plan examination functions. This role oversees a multidisciplinary team responsible for reviewing permit applications, interpreting zoning and applicable law, and ensuring compliance with the Ontario Building Code and Building Code Act.

As a key member of the Building Services leadership team, the Services Manager ensures permit review processes are timely, consistent, and legally defensible while delivering citizen-focused, safety-driven service. The position plays a central role in mentoring staff, supporting service modernization, and promoting procedural consistency across permit and inspection functions. Working closely with internal departments and external agencies, the Services Manager supports coordinated development review, regulatory compliance, and continuous improvement aligned with the City’s growth and public safety objectives.

Qualifications

  • Post-secondary education in Architectural or Engineering Technology, Building Science, Construction Management, or a related field.

  • Valid Building Code Identification Number (BCIN) qualifications, including: CBO General Legal, House, Small Buildings, Large Buildings, Complex Buildings, Structural, Part 8 On-Site Septic, Plumbing (House and All Buildings), HVAC House, Lighting and Power, Building Services, and Fire Protection,

  • Minimum five (5) years of progressive experience in construction, building inspection, permitting, zoning review, or a related technical field.

  • Minimum three (3) years of direct experience conducting inspections and/or overseeing permit intake under the Ontario Building Code, including Part 9 and selected Part 3 buildings.
  • Minimum two (2) years of supervisory or lead experience, including staff supervision, performance management, recruitment, and operational improvement.

  • Demonstrated expertise in zoning interpretation, permit intake coordination, and applicable law review.

  • Strong working knowledge of the Ontario Building Code, Building Code Act, and Planning Act.

  • Proficiency with municipal permitting and GIS systems (e.g., AMANDA, ESRI GIS) and digital workflow tools.
  • Strong leadership, communication, and conflict-resolution skills with a demonstrated ability to work collaboratively across departments.

Salary

$112,539 – $123,012
