Job Details
Reporting to the Manager, Building Operations / Deputy Chief Building Official, the Services Manager, Building Inspections provides leadership and oversight for the City’s building inspection and enforcement functions. This role is responsible for ensuring inspections are carried out in a timely, consistent, and legally defensible manner in accordance with the Ontario Building Code, Building Code Act, and applicable legislation.
The Services Manager leads and supports a team of Building Inspectors, providing technical guidance, coaching, and performance management while promoting procedural consistency and service excellence. Working closely with the Services Manager, Building Permits & Plans and senior Building Officials, this role supports an integrated approach to development review, inspection scheduling, and enforcement coordination.
As a key member of the Building Services management team, the Services Manager contributes to operational planning, staff development, and continuous improvement initiatives. The position plays an important role in resolving escalated site issues, supporting modernization efforts, and fostering a respectful, inclusive, and citizen-focused workplace culture that prioritizes public safety and regulatory integrity.
Qualifications
- Post-secondary education in Architectural or Engineering Technology, Building Science, Construction Management, or related field.
- Valid BCIN qualifications in CBO General Legal, House, Small Buildings, Part 8 Onsite Septic, Plumbing House, Plumbing All Buildings, Structural, Large Buildings, Complex Buildings, HVAC house, Lighting and Power, Building Services, Fire Protection.
Experience
- Cumulative Experience: Minimum of five (5) years of progressive experience in building inspection, construction, or enforcement under the Ontario Building Code. Experience should include residential and commercial development, site safety coordination, and applicable law interpretation.
- Job-Specific Experience: Minimum of three (3) years of direct experience conducting inspections and/or leading enforcement activities under the Ontario Building Code, including both Part 9 and Part 3 buildings. Must include experience issuing Orders, interpreting construction drawings, and resolving site-based compliance issues.
- Minimum of two (2) years in a supervisory or lead capacity. Experience should include mentoring staff, coordinating workloads, supporting onboarding, and contributing to procedural development or service improvements. Demonstrated ability to foster inclusive team culture, manage workload distribution, and lead cross-functional collaboration.
- Demonstrated expertise in enforcement procedures, site safety coordination, and applicable law interpretation.
- Strong proficiency in municipal inspection software and mobile field tools.
- Exceptional communication, leadership, and conflict resolution skills.
Salary
$112,539 – $123,012
