Job Details
The Director, Financial Services (Deputy City Treasurer) provides strategic and operational financial leadership that safeguards the City’s long‑term fiscal health and supports transparent, evidence‑informed decision‑making. Reporting to the Commissioner, the Director leads corporate budgeting, financial analysis, accounting and reporting, treasury functions, and revenue services including property taxation and utility billing. The role ensures the accuracy and integrity of financial information relied upon by the Commissioner, senior leadership, Council, and the community, and strengthens fiscal sustainability through sound policy, effective oversight, and forward‑looking funding strategies.
The Director leads and supports all Financial Services managers, fostering an inclusive, high‑performing environment grounded in accountability, collaboration, and continuous improvement. The role provides clear, accessible financial advice to the Commissioner, senior leadership, and Council through statutory Treasurer responsibilities, and contributes to major corporate initiatives such as capital planning, long‑range financial forecasting, and interdepartmental projects. The Director builds trusted internal and external relationships, influences corporate outcomes through reliable financial insight, supports labour relations and bargaining costing, and may serve as Acting Commissioner through the departmental Director rotation when assigned.
Qualifications
The successful candidate will have a university degree in accounting, finance, business administration, or a related discipline, a CPA designation, and all qualifications required of a Municipal Treasurer. They will bring a minimum of ten years of progressive experience in municipal or broader‑public‑sector finance, including corporate budgeting, multi‑year financial planning, forecasting, and financial modelling. At least seven years of senior leadership experience leading multi‑disciplinary teams and contributing to organizational planning, governance, and decision‑making is required. The candidate will have extensive knowledge of PSAS, Canadian GAAP, relevant municipal legislation, and the full scope of Municipal Treasurer responsibilities such as fund accounting, development charges, internal controls, asset management, and presenting financial reports to Council.
Additionally, the candidate will demonstrate proven experience overseeing a wide range of financial operations, including accounting, payroll, taxation, revenue services, investments, utility billing, and financial reporting. They will bring strong analytical skills and experience preparing consolidated financial statements, leading year‑end processes, and working with external auditors. Experience modernizing financial systems, implementing digital tools, managing enterprise‑wide budgeting or financial information systems, and administering tax billing, collections, and assessment base management is also essential.
