Position Description:
Reporting to the Commissioner, Infrastructure, Planning & Growth Services, the Asset Management and Capital Planning Director will provide strategic leadership for the City’s long-term infrastructure planning, corporate asset management, and capital investment programs. This role will lead a multidisciplinary portfolio focused on sustainable growth, climate resilience, and effective stewardship of municipal assets.
The Director oversees the development and implementation of corporate asset management plans, long-range capital forecasts, climate change initiatives, and infrastructure master plans, ensuring alignment with legislative requirements, Council priorities, and best practices. As a senior leader, the position provides expert advice to Council and senior management, represents the City with external partners and Indigenous communities, and leads high-performing teams to deliver safe, reliable, and sustainable infrastructure outcomes for the community.
Qualifications
Education & Professional Credentials
- Completion of a Civil Engineering degree or related program from an accredited institution.
- Registered as a Professional Engineer (P.Eng.) in the Province of Ontario (CET may be considered)
- Master’s degree (MBA or MPA) and/or Project Management Professional (PMP) designation considered an asset
- Demonstrated equivalent education and progressively responsible experience may be considered.
Experience
- Minimum 10 years of progressively responsible experience in infrastructure asset management, capital planning, and long-range infrastructure strategy
- Demonstrated experience in a municipal government environment, including exposure to Council governance, legislative frameworks, and public accountability
- Proven experience leading multidisciplinary professional teams and delivering complex, high-value capital planning initiatives
- Experience overseeing or contributing to areas such as asset management, climate change initiatives, stormwater management, transportation planning, GIS/geomatics, and long-term infrastructure policy
Knowledge & Technical Expertise
- Advanced knowledge of municipal infrastructure planning, engineering standards, and asset management best practices (including ISO 55000 principles)
- Strong understanding of applicable legislation and regulations (e.g., Environmental Assessment Act, Planning Act, Municipal Act, Water Resources Act, Occupational Health and Safety Act, Professional Engineers Act)
- Demonstrated ability to integrate financial, technical, regulatory, and community data to support evidence-based decision-making
- Experience with capital budgeting, long-term financial forecasting, risk assessment, and life-cycle costing
Leadership & Professional Competencies
- Strong strategic, analytical, and problem-solving skills, with the ability to operate effectively in complex and evolving environments
- Excellent communication, presentation, and report-writing skills, including the ability to advise senior leadership and present to Council and external stakeholders
- Proven people-leadership skills, including performance management, coaching, mentoring, and workforce planning
- Ability to build effective working relationships with internal partners, Indigenous communities, other levels of government, consultants, and the development industry
Additional Requirements
- Valid Ontario driver’s license
- Ability to work extended hours, including evenings, as required to attend Council meetings, public consultations, and related commitments
- Commitment to continuous learning, collaboration, and fostering an inclusive and respectful workplace culture
Salary
$187,137 - $204,554
