Job Details

The Children’s Services Case Manager is responsible for determining and managing the initial and ongoing eligibility of families applying for childcare fee subsidy in accordance with provincial legislation, municipal policies, and an evolving multi‑stream funding environment. This role oversees a diverse caseload by conducting detailed client interviews, assessing financial and custody information, maintaining accurate digital records, and ensuring timely approvals, updates, and reconciliations.

The Case Manager provides guidance to families to support successful childcare placements, makes referrals to community resources, and collaborates with partner agencies such as Children’s Aid, School Boards, and childcare operators to meet child and family needs. 

Additional responsibilities include reviewing agency attendance submissions, reconciling payments, identifying and addressing overpayments or fraud, managing the waitlist, and supporting operators with program requirements. Working within multiple data systems, the Case Manager contributes to organizational capacity through training, onboarding, and policy feedback, while also participating in outreach, sector initiatives, and emergency or business continuity planning. The role requires strong analytical skills, sound judgment in complex or sensitive situations, including reporting suspected child abuse, and a commitment to trauma‑informed, client‑centred practice within a rapidly evolving childcare system.

Qualifications

Requires an individual who has a two-year college diploma in Early Childhood Education with a combination of up to two (2) years previous and on-the-job experience. Requires knowledge of relevant legislation including the Child Care and Early Years Act. Must have basic knowledge in word processing and database software and systems; knowledge and experience working with provincial databases would be an asset. Demonstrates strong organizational, time management and problem-solving skills; the ability to manage competing priorities and coordinate a number of tasks at one time, meeting program outcomes and performance standards; and the ability to work with minimal supervision. Must have excellent communication skills and a demonstrated ability to exercise discretion and tact. Must be a team player with a commitment to quality customer service. Must be a registered member in good standing with the College of Early Childhood Educators.
