Lead the flow—shaping sustainable water solutions for Peterborough’s growth. 

Every new development shapes how our city manages water. In this leadership role, you’ll ensure that stormwater, grading, and servicing projects are safe, resilient, and built to last—balancing technical excellence with innovative solutions. 

You’ll coordinate the technical review of complex water resource infrastructure, oversee submissions for subdivisions, site plans, and other development projects, and guide internal teams and external partners to achieve smart, sustainable outcomes. 

As the lead for a “One Window Approach,” you’ll bring together Water Resource Systems, Engineering Services, and Construction Services to streamline reviews, provide clear guidance to developers, and ensure every project aligns with City standards and long-term objectives. 

This is more than a technical role. You’ll mentor a small technical team, influence policy, contribute to capital planning, and represent the City with developers and external agencies—making sure water infrastructure supports Peterborough’s growth today and into the future.

Qualifications

We’re looking for a collaborative, technically skilled leader with a passion for sustainable development and public infrastructure. The ideal candidate will have:

  • University degree in Civil, Environmental, or Water Resources Engineering.
  • A minimum of five (5) years of progressive experience in water resources or municipal development engineering.
  • Licensed as a Professional Engineer (P.Eng.) in Ontario, or immediately eligible.

We will also consider applicants with a three-year Engineering Technology diploma and a C.E.T. designation (or eligible), with a minimum of eight (8) years of relevant experience.

  • Strong technical knowledge of stormwater management, hydrology, hydraulics, grading, and site servicing.
  • Experience reviewing development proposals and engineering submissions under the Planning Act.
  • Familiarity with provincial legislation and municipal standards, including the Planning Act, Ontario Water Resources Act, Environmental Protection Act, and Stormwater Management Planning & Design Manual.
  • Proficiency with modeling software such as SWMM and HEC-RAS, and familiarity with GIS, AutoCAD Civil 3D, and municipal infrastructure databases.
  • Exceptional interpersonal, negotiation, and project management skills, with the ability to lead interdisciplinary teams and resolve complex technical issues.

Assets

  • PMP (Project Management Professional) designation.
  • Experience with policy development, standard operating procedures, and technical guidelines.
  • Familiarity with subdivision agreements, site plan control, and infrastructure assumption processes.

Salary

$124,072 – $135,619
