Job Details

The Manager, Investigations and Security leads the development and delivery of municipal enforcement, investigations, and security programs that protect the safety, compliance, and integrity of City operations. Reporting to the Director, Municipal Law Enforcement & Security, this role provides strategic leadership, operational oversight, and risk management across enforcement services, security initiatives, and investigative activities. The Manager directs a team of officers, investigators, and security professionals, ensuring effective performance, adherence to legislation, and alignment with corporate priorities. The position also oversees budget planning, inter-agency collaboration, and emergency response initiatives, serving as a trusted advisor to senior leadership, Council, and community partners while fostering public confidence in municipal enforcement and security operations.

Qualifications

·          Education

o   Post-secondary diploma or degree in Law Enforcement, Criminal Justice, Security Management, Public Administration, Emergency Management, or a related field.

o   Certification as a Municipal Law Enforcement Officer (MLEO) and designation with the Ontario Association of Property Standards Officers (OAPSO), or equivalent, are considered assets.

o   Ongoing professional development and participation in relevant associations is expected.

·        Experience

o   Minimum of five (5) years of progressive experience in municipal law enforcement, including at least three (3) years in a supervisory capacity (preferably in a unionized environment).

o   Demonstrated experience managing teams, budgets, contracts, and labour relations.

o   Previous experience working within municipal or broader public sector settings is preferred.

o   Experience collaborating with police, fire, and emergency management agencies; knowledge of construction and building practices considered an asset.

·        Knowledge & Skills

o   In-depth knowledge of municipal by-laws, enforcement procedures, investigative practices, and public safety best practices.

o   Advanced understanding of statutory requirements and legislation, including the Municipal Act, Provincial Offences Act, Planning Act, Building Code Act, Trespass to Property Act, Fire Protection and Prevention Act, Safer Municipalities Act (Bill 6), and Municipal Conflict of Interest Act.

o   Strong leadership, strategic thinking, and conflict resolution abilities.

o   Proficiency with enforcement technologies, incident management tools, and Microsoft Office applications.

·        Other Requirements

o   Valid Ontario Class G Driver’s Licence with a clean driving record.

o   Ability to obtain and maintain a satisfactory Vulnerable Sector Check.

o   Availability to respond to emergencies and security incidents, including evenings and weekends, on an on-call basis. 

Salary

$124,072 - $135,619
