Manager, Housing

Position Description:


The Manager, Housing leads the delivery of social and affordable housing programs for the City and County of Peterborough. This role is responsible for ensuring legislative compliance, managing housing strategies, overseeing the centralized waitlist, and stewarding the Peterborough Housing Municipal Services Corporation. The position requires strong political acuity, strategic leadership, and the ability to navigate complex stakeholder relationships.


Key responsibilities include:


• Program Leadership: Administer housing programs, manage the waitlist, and ensure provider compliance.
• Governance & Policy: Develop service agreements, monitor compliance, and lead recovery strategies.
• Strategic Planning: Drive affordable housing initiatives, align with government priorities, and support long-term planning.
• Stakeholder Engagement: Collaborate with community partners, Indigenous groups, and government bodies to advance inclusive housing solutions.
• Financial Oversight: Manage budgets, funding agreements, and financial reporting.
• People Leadership: Supervise Housing Section staff, foster a culture of inclusion, and support staff development.


The role is central to advancing the City’s housing priorities and requires a balance of operational oversight, strategic planning, and community engagement.

Qualifications and Other Pertinent Details:


A university degree in Business, Public Administration, Urban Planning, or related discipline is required; an honours degree is preferred. A minimum of five years of progressive management experience in housing or a related municipal field is essential, with demonstrated expertise in leadership, administration, project and contract management, program planning, and financial oversight. The role requires advanced interpersonal, communication (verbal, written, and presentation), and relationship-building skills to engage effectively across departments, with housing providers, other Service Managers in the Central East Region, and external stakeholders.
Strong facilitation, negotiation, and problem-solving abilities are essential, along with a capacity to lead change, build consensus, and foster confidence among Council, staff, and community partners. A commitment to innovation, continuous improvement, and customer service is required, as is the ability to navigate ambiguity and shifting priorities. Proficiency in MS Office (Word, Excel, PowerPoint) is expected. In-depth knowledge of housing legislation and programs, including the Housing Services Act, Residential Tenancies Act, and Planning Act, is required. Frequent travel within the City and County is necessary to meet the demands of the role.

Salary: $140,894.00 - $147,307.00
