Maintain the City’s general ledger for reserves, obligatory reserve funds/deferred revenues, tangible capital assets (TCA) and non-TCA capital projects by creating new accounting records, monitoring account balances against budgets and preparing journal entries. Leads and coordinates financial reporting and audit-related projects involving multiple departments and external stakeholders. Frequently adjusts project timelines and deliverables in response to evolving legislative requirements, audit findings, and interdepartmental dependencies. Acts as a liaison between Financial Services and other City divisions to ensure alignment of financial planning and reporting activities. Prepare reconciliations and adjustments between the City’s Enterprise Resource Planning (ERP) Software and other software systems. Provide support for the City’s annual financial statement audit particularly with high-level analysis required for Public Sector Accounting Board adjustments and requirements.

Qualifications 

Requires a four-year university degree in Business Administration, Accounting, Financial Services, or a related discipline, complemented by a Chartered Professional Accountant (CPA) designation. A minimum of five years of relevant experience in financial reporting, accounting, or public sector finance is required.

Demonstrated expertise in key public sector accounting areas, including the management of Reserves and Obligatory Reserve Funds/Deferred Revenue, Tangible Capital Assets (TCA) in compliance with Public Sector Accounting Board (PSAB) standards, and Non-TCA Capital Projects. Experience in maintaining PSAB-compliant asset registers, supporting audits, and managing project accounting is essential.

Strong leadership and team-building capabilities, with the ability to guide and support staff in accounting processes and provide accurate and timely financial information. The role requires strategic and financial acumen to ensure the accuracy and consistency of financial data, maintain financial schedules and structures, and support financial planning and decision-making. Staying current with evolving PSAB standards is also critical.

Responsible for preparing journal entries, maintaining general ledger and asset register structures, and performing complex reconciliations across ERP systems and subsystems. They will also prepare detailed year-end schedules for audit and financial reporting, conduct financial analysis, and assist with regulatory filings.

Strong interpersonal and problem-solving skills are required, including effective time management, adaptability to shifting priorities, and the ability to analyze and reconcile financial data. A commitment to continuous improvement and adaptability to changing demands is expected, along with a proactive approach to staying informed on emerging accounting pronouncements.

Highly proficient in computerized environments with advanced knowledge of databases, ERP systems (SAP), and MS Excel, along with working knowledge of MS Word and experience with budgeting software (Questica) and various financial subsystems.

Salary

109,261-$ 119,429 per year
