Notice of Intention to Solicit

Commercial Lease and Sponsorship in Miskin Law Community Complex

The Corporation of the City of Peterborough (the “City”) is seeking discussions with businesses or corporations who have interest in commercial lease space and sponsorship within Miskin Law Community Complex. The City intends to enter into a Commercial Lease agreement and Naming Rights agreements to either the Multipurpose Room facility or indoor Walking Track.

All Interested parties should provide notice of their interest in writing to Scott Elliott, Corporate Sponsorship Manager, City of Peterborough by emailing selliott@peterborough.ca. 

Deadline: Submissions from interested parties are requested by February 28, 2026.

All Naming Rights and Sponsorship interests will be reviewed and evaluated based on a prospective Sponsors strategic alignment to facility operations and appropriate fit with the community audience visiting the complex.

At the City’s sole discretion, the City may contact prospective sponsors to outline next steps. If aligned, the applicant and the City would enter a phase of exploration to identify details of each party’s respective objectives and determine if a proposal should be developed. During the proposal phase, both parties may negotiate their interests and work towards finalizing a proposal that would be subject to final approval by the City. Once approved, the mutually agreed upon proposal would be development into a legal agreement.

To make a submission

Interested applicants should submit their notice of interest in writing, via e-mail to the contact person listed above, along with the following information:

  • Quote “Notice of Intention to Solicit – Lease Space and Naming Right within Miskin Law Community Complex" on your submission.
  • Company or group profile. This includes name, products, market reach (target and segments), location of office(s), length of time in business, with numbers and types of staff.
  • Company credentials / certifications / official recognitions.
  • Identify any partnerships and/or sponsorships that the business has been involved with.
  • Provide any other information you would like the City to consider regarding your proposed interest in a Naming and Sponsorship Agreement

Compliance with the Freedom of Information Act and Protection of Privacy Act:

All documents submitted to the City of Peterborough will be subject to the protection and disclosure provisions of the Municipal Freedom of Information and Protection of Privacy Act (MFIPPA).

The City is not liable or responsible for any costs incurred in the preparation, submission or presentation of any response or submission pursuant to this Notice of Intention to Solicit (NOI). Acceptance of or the use of any information contained in any submission shall not entitle any applicant to reimbursement or other consideration at any time.

This Notice of Intention to Solicit Sponsors is not intended to create and will not create any formal legally binding contract or bidding process. The issuance of this Notice does not constitute any obligation on the part of the City to enter into an agreement with any respondent or to issue a competitive bidding opportunity. The City may determine, at its sole discretion, to proceed or not proceed with negotiations in relation to any areas discussed or outlined within this notice.

There will be no RFP initiated following this Notice. All parties with an interest in sponsorship opportunities and who may wish to open negotiations with the City should provide a submission. The City of Peterborough Sponsorship team will follow up on each submission received prior to February 28, 2026. The City of Peterborough reserves the right to enter negotiations with any interested party, at any time, where an opportunity is available.

On July 29, 2021, City Council approved the $62 million Phase 1 plan to build a Community Arena and Aquatics Complex at Morrow Park to meet the immediate and future recreational needs of our growing community. On Wednesday January 15, 2025 the City officially opened Miskin Law Community Complex to the community. The facility offers: (2) National Hockey League (NHL) sized ice surfaces, an elevated indoor walking track, multi-purpose spaces, arena administrative offices, a library branch, and the offices of Canadian Hockey Enterprises. Phase 2 of the building design is not yet approved but is planned to include a competitive 25-meter, eight (8) lane pool, a warmup therapy pool, and changerooms.

A surplus space in the facility has been identified, and the City seeks to find an appropriate commercial tenant who would have interest in leasing the Space and secure Naming Rights to the indoor track or multi-purpose room.

It is the City’s expectation that an appropriate lease tenant would offer services open to the public that would enhance or compliment the recreational services delivery by the City at Miskin Law Community Complex.

The City of Peterborough has sold overall building Naming Rights to Miskin Law, Pad Naming Rights to Russelle Toyota, and Pad Naming Rights to Canadian Hockey Enterprises.

The following Naming Rights remain available:

  1. One (1) elevated walking/running track.
  2. Multipurpose room.


Audiences and activities in the facility include:

  1. Over one hundred and sixty (160) sport user groups such as youth and adult sport organizations play organized ice sports, tournaments, and competitions.
  2. City Programs and Public Skating Sessions
  3. Over 6,200 hours of prime-time ice; and
  4. Over 5,000 hours of non-prime time ice
  5. Community library services, including library programs.
  6. Transient walkers and joggers use the track.
  7. Community groups and programing delivered through multipurpose rooms
  8. Canadian Hockey Enterprises commercial operations, including delivery of camps, training programs, and a new Hockey Academy.

Indoor Walking/Running Track Naming Rights:

Elevated track behind spectator seating

  • Two (2) lanes,
  • 190-metre distance
  • Free access for the community
  • Open 6 a.m. to 11 p.m. daily

Multi-purpose Spaces Naming Rights

All ages programming, including seniors’ activities, yoga, children’s programming, HQ during tournaments and events. Opens from 6 a.m. to 11 p.m. daily.

  1. Multipurpose Room 1 - 80.47 m²
  2. Multipurpose Room 2 - 155.39 m²
  3. AV equipment and kitchenette

In addition to Naming Rights to recreational amenities identified, the following physical and programming assets within the facility are available to profile a new Naming Rights Sponsor and Commercial Lease Holder.

The identified lease space includes approx.104 square meters of partially finished space. The lease guarantee will be negotiated within the terms of a naming rights sponsorship agreement. All lease terms and details would be contained in a separate lease hold agreement.

All costs associated with upgrades or additional finishings in the lease space will be the responsibility of the leaseholder.

The space is located on the second level, Northwest corner of the building, accessible only from the walking track above the Russelle Toyota Pad

Naming Right’s offer a sponsor exclusive rights to the name used in reference to an amenity within the facility (e.g., XYZ Walking Track, or ABC Multi-purpose room). The Naming Rights holder will receive physical profile within the facility as negotiated in the agreement and have their name embedded across all communications and service delivery platforms where the building and facilities are referenced (e.g., website, signage, publications, social media, program calendars, etc.). Profile positions may include, but are not limited to, the list outlined in this document.

Sponsorship Value

The remaining Naming Right Asset values are $10,000/yr and will include profile positions, and activations for the term of an agreement. All contracts will be ten (10) year terms. All production costs to activate a Sponsors’ Naming Right, including signage, and branding within the building will be an additional expense to the sponsor.
