The Housing Development Concierge Program provides eligible residential development projects with enhanced coordination throughout the City’s development approvals process. Accepted projects receive a dedicated City contact to help navigate municipal processes, coordinate communication between departments and support progress toward Building Permit readiness.
The program supports eligible housing projects that will create new residential units and are ready to advance through the City's development approvals process. Projects may apply once a planning application has been submitted or while preparing for submission, provided the project demonstrates sufficient readiness and the Concierge Program application is complete.
Applications are evaluated based on project type and scale, affordability and need, location and zoning, timing, partnerships and funding, innovation and accessibility. Acceptance is subject to program eligibility, evaluation and available capacity.
Applicants must submit a completed application form, concept site plan, conceptual architectural elevations and other relevant project information available to support the City’s review.

Eligible projects must:
