Final Draft Community Planning Permit By-law Available for Public Review

Peterborough, ON – The final draft of the Community Planning Permit (CPP) By-law is available for public review on Connect Peterborough, connectptbo.ca/cpps.  

The final draft includes formatting updates and minor revisions to the draft CPP By-law that was posted on Connect Peterborough on June 5, 2026. The final version incorporates changes made in response to community feedback received since the initial draft by-law was released in January 2026. 

An interactive mapping tool can be found on the project page. The mapping tool allows users to compare the CPP By-law schedules and appendices with the City’s current Zoning By-law and Official Plan schedules. A “What We Heard” summary of the community feedback received and how it will inform by-law revisions has also been published on the page.  

The final draft of the CPP By-law will be presented to City Council at the General Committee meeting held on Monday, June 22. It will be considered for approval at the Monday, June 29 City Council meeting. 

Approval of the CPP By-law is the final milestone of an important initiative in the City’s Housing Action Plan, supported through the federal Housing Accelerator Fund.  

The CPP By-law helps implement the vision and policies of the City’s Official Plan by supporting new housing, encouraging growth in existing neighbourhoods and built-up areas, and creating complete communities where residents can live, work, shop and access services close to home. 

The CPP By-law will replace the City’s Comprehensive Zoning By-law, first adopted in 1972, with modern development standards and a more streamlined development approval process.
