Public Meeting on Draft Community Planning Permit By-law

Peterborough, ON – A Public Meeting on the draft Community Planning Permit (CPP) By-law will be held in Council Chambers at City Hall, 500 George St. N., on Monday, March 23, 2026, beginning at 6 p.m. 

The meeting can also be viewed online at peterborough.ca/WatchCouncil

At the meeting, there will be a presentation on background information about the draft CPP By-law, including a summary of the impact of the engagement process to date, and project next steps.  

Please note that no decision on the draft CPP By-law will be made at this meeting.  

City Council’s General Committee will receive and consider public feedback. A revised version of the draft CPP By-law will be released by late May 2026, allowing additional public review before Council considers a recommended CPP By-law. Council will formally consider the revised by-law when it returns to General Committee by late June 2026.  

The draft CPP By-law introduces a new framework to guide development across the City of Peterborough. The by-law is intended to replace the City’s current Zoning By-law in its entirety and will regulate how land is used and developed or redeveloped city-wide. 

The proposed CPP By-law is intended to: 

  • Implement the vision and policies of the City’s Official Plan 

  • Support future growth and development 

  • Promote affordable housing creation 

  • Combine several existing processes (minor variance, rezoning, and site plan) into a single application and review process. 

  • Streamline the development approval process to address housing needs across the community
