Open House for Official Plan Amendment on September 17, 2025

Peterborough, ON – A statutory public open house to present a draft Official Plan Amendment to update policies relating to the Strategic Growth Areas and enable a city-wide Community Planning Permit System will take place on Wednesday, September 17, 2025 at the Miskin Law Community Complex, Multi-Purpose Room, 271 Lansdowne St. W., from 6 p.m. to 8 p.m. 

The purpose of the proposed Official Plan Amendment is to: 

1. Implement Council’s motion from April 28, 2025, to remove building height restrictions and angular plane requirements within the Strategic Growth Areas; 
2. Update the vision and objectives for the Strategic Growth Areas; 
3. Update policies that allow for alternative measures to reduce parking demand, including car-share and cash-in-lieu of parking policies; and, 
4. Enable a city-wide Community Planning Permit System.  

This Public Open House is intended to give members of the public an opportunity to learn about the draft amendments to the Official Plan and provide input before they are considered by the City of Peterborough's General Committee at the formal Public Meeting scheduled for Monday, October 27, 2025, at 6 p.m. in the Council Chambers, City Hall, 500 George St. N.

Before a Community Planning Permit System can be established, Council must adopt enabling policies within the City’s Official Plan. For greater clarity, the current draft and subsequent proposed Official Plan amendment does not include a recommended Community Planning Permit System, rather it will enable the Community Planning Permit System to be put forward at a later date; the corresponding Community Planning Permit By-law will be presented for passing in spring 2026. 

The City is preparing a City-wide Community Planning Permit By-law to replace the Zoning By-law, which will establish new regulations for development such as permitted and discretionary land uses, building heights, setbacks and more.
