Notice of Statutory Public Open House – City-wide Community Planning Permit (CPP) By-law – February 11, 2026

Take Notice that, pursuant to the Planning Act, the City of Peterborough is hosting a Public Open House to receive input on the draft city-wide Community Planning Permit  (CPP) By-law. The Public Open House is intended to give members of the public an opportunity to learn more about the CPP By-law before it is formally considered by  the City’s General Committee in Spring, 2026. Further notice will be provided with the Statutory Public Meeting date.

This Public Open House will be held online in a virtual format from 6 p.m. to 8 p.m. on Wednesday, February 11, 2026. 

What is a Community Planning Permit By-law?  

The Community Planning Permit (CPP) By-law will replace the City’s Comprehensive Zoning By-law to regulate how land is used and create a new framework for development and redevelopment approvals for all lands within the City. 

The CPP By-law builds on discussions with the community since Fall 2024 and implements the City’s vision for growth, addressing the City’s evolving housing needs in accordance with the City’s 2023 Official Plan.  

The Community Planning Permit System (CPPS) is a land use planning tool which combines three current development approvals (Zoning By-law Amendments, Minor Variances and Site Plan applications) into one single application and approval process. The CPPS will streamline the development approvals process, reduce barriers to housing construction, and provide a framework for securing community benefits (community facilities, services and matters), including affordable housing.

Purpose of the Public Open House:  

The purpose of the Public Open House is to share information and receive public feedback on the draft Community Planning Permit System By-law.  

Public input will help inform changes to the By-law prior to the By-law proceeding to the Statutory Public Meeting in Spring, 2026.   Residents are encouraged to attend to learn more, ask questions, and provide feedback on the proposed By-law.  

The Public Open House will consider the city-wide Community Planning Permit By-law under Sections 34 and 70.2 of the Planning Act, R.S.O. 1990, c. P.13, and will:

This meeting will be recorded and posted online at following the presentation. 

  • Integrate zoning, site plan control, and minor variance into a single approval framework  
  • Establish classes of development and approval processes  
  • Set out application requirements, approval authority, notice requirements and decision timelines  
  • Establish conditions of approval and the ability to secure conditions through agreements on title  
  • Identify the types of development and/or uses that are exempt from the permit review process and provide transition policies for ongoing development applications  
  • Establish a framework for the collection for facilities, services, and matters  
  • Establish general provisions that are applicable to all precincts  
  • Set out parking, loading, and driveway standards  
  • Set out permitted and discretionary uses and use permissions  
  • Establish development standards for different areas (i.e., Precincts) across the city   
  • Maintain and, or establish holding provisions and phasing requirements  
  • Provide supplementary By-law schedules and appendices
