 that pursuant to the Planning Act, the City of Peterborough is holding a Statutory Public Meeting on Monday March 23, 2026, at 6:00 p.m., to share background information and to receive public comments on the draft city-wide Community Planning Permit (CPP) By-law. Necessary changes and final approval of the By-law are expected to be considered at a future meeting tentatively scheduled for June, 2026; details to be confirmed later in Spring, 2026. 

The Public Meeting can be attended in-person in Council Chambers, City Hall, 500 George Street North, Peterborough, or viewed online at peterborough.ca/WatchCouncil.

Purpose and effect of the proposed by-law 

The purpose of the proposed Community Planning Permit (CPP) By-law is to create  new development regulations that implement and align with the vision of the Official Plan, support future growth, promote affordable housing, and help address housing needs across the City. 

The CPP By-law will replace the City’s existing Zoning By-law in its entirety and become the City’s primary tool for regulating development and growth across the City. The Community Planning Permit System (CPPS) as set out in the CPP By-law is intended to streamline the development approvals process by combining current approvals processes like zoning changes, minor variances, and site plan approval into one single application and review process.  

The proposed CPP By-law will set out: 

  • Permitted and discretionary land uses and development standards, including but not limited to building heights, building setbacks, and parking requirements. 

  • Flexibility in development standards and thresholds for when development approvals may be granted by staff versus Council.  

  • Types of development that are exempt from the requirements for a Community Planning Permit.  

  • Procedures for processing Community Planning Permit applications, including public notice procedures, transition provisions, conditions of approval, and facilities, services, and matters requirements. 

How to get involved 

Any person may attend the meeting in-person or online, and/or provide written or verbal comments on this application. If you would like to register to speak to the General Committee and/or submit written comments about the proposed draft Community Planning Permit by-law, please do so no later than 11:00 a.m. on Monday, March 23, 2026. All comments will be provided to Members of General Committee for their consideration.

Appeals information 

Only specified persons and public bodies as defined in the Planning Act and registered owners of lands to which the by-law will apply and who made oral submissions at the public meeting or who have made written submissions to the City before the by-law is passed, will be able to appeal the decision of the City of Peterborough. 

If a person or public body would otherwise have an ability to appeal the decision of the City of Peterborough’s City Council to the Ontario Land Tribunal but the person or public body does not make oral submissions at a public meeting or make written submissions to the City of Peterborough before the by-law is passed, the person or public body is not entitled to appeal the decision. 

If a person or public body does not make oral submissions at a public meeting, or make written submissions to the City of Peterborough before the by-law is passed, the person or public body may not be added as a party to the hearing of an appeal before the Ontario Land Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to do so. 

An appeal to the Tribunal against a decision (or non-decision) on a community planning permit application may be made only by the owner of the land to which the application relates. 

Notice of collection of personal information 

Be Advised that under the Planning Act, all information and material submitted regarding planning applications is public information and, as such, will be made available to the public. The minutes of public hearings are also part of the public record. Anyone who attends a public information meeting and enters their name on the attendance list or speaks publicly at the meeting understands that their name, address (if provided), comments, and any document that they distribute will be collected and maintained for the purpose of creating a record that is available to the general public.
