City Council meeting overview package for January 12, 2026
Peterborough, ON - City Council will consider the following items during a General Committee meeting starting at 6 p.m. in the Council Chambers at City Hall, 500 George St. N., on Monday, January 12, 2026:
- Report from Integrity Commissioner Guy Giorno, Anderson v. Parnell;
- Report from Integrity Commissioner Guy Giorno, People and Culture Division v. Riel;
- Report from Integrity Commissioner Guy Giorno, Re Parnell;
- Report from Integrity Commissioner Guy Giorno, Trent Central Student Association et al. v. Leal;
- Approving a Nuclear Host Community funding agreement between the City of Peterborough and Ontario Power Generation to support the City's role as a designated Nuclear Host Community under the Provincial Nuclear Emergency Response Plan;
- Terms of Reference to establish a Traffic Technical Working Group that would streamline the process for various Traffic and Parking Services related requests;

- Notice of Motion by Councillor Dave Haacke - That Council direct staff to consult with Peterborough Architectural Conservation Advisory Committee on the appropriateness of removing 314 Carnegie Ave. from the City's Heritage Register and report back to Council on or before February 13, 2026.

Items endorsed by City Council's General Committee will proceed to the regular Council meeting on January 19 to be considered for approval.

Before the public portion of the meeting, Council will hold a closed session meeting starting at 5 p.m. to consider five items as permitted under the Municipal Act, 2001, including:

Section 31 of the Code of Conduct indicates, “A person who believes that a Member has contravened any provision of this Code of Conduct may give to the Integrity Commissioner the person’s complaint which must be in writing and must set out the particulars of the alleged contravention”. Integrity Commissioner Giorno received a complaint involving the Code of Conduct.

Nuclear Host Community funding agreement
Council will consider approving a Nuclear Host Community funding agreement between the City of Peterborough and Ontario Power Generation (OPG) to support the City's role as a designated Nuclear Host Community under the Provincial Nuclear Emergency Response Plan.
The City of Peterborough has been a designated Nuclear Host Community under the Provincial Nuclear Emergency Response Plan since 1997. OPG provides annual funding to the City of Peterborough to offset costs associated with the designated Nuclear Host Community legislated roles and responsibilities.
The proposed OPG funding arrangement for the period of January 1, 2026, to December 31, 2030, provides for $75,000 in 2026 with annual incremental adjustments over the term to account for inflation.
The 2026-2030 proposed funding agreement defines the responsibilities of the City and OPG. Under the proposed funding agreement, the City is required to:
- Provide annual radiation awareness and vehicle decontamination training and testing for Peterborough Fire Services suppression staff;
- Provide annual radiation awareness and nuclear reception centre training for Emergency Support Services staff and community partners;
- Regularly review and update the City of Peterborough Nuclear Emergency Response Plan;
- Conduct regular inventories of Nuclear Reception Centre supplies;
- Perform on-site reviews at Fleming College to confirm nuclear flow paths and service delivery locations;
- Conduct vulnerable population planning;
- Participate in the Provincial Nuclear Emergency Management Coordinating Committee;
- Participate in the Provincial Nuclear Evacuation/Transportation Coordinating Sub-Committee;
- Participate in the Provincial Nuclear Compensation Working Group;
- Participate in the Potassium Iodide Working Group;
- Plan and conduct a Nuclear Reception Centre exercise in accordance with the Provincial Nuclear Exercise Schedule.
The latest five-year funding arrangement with OPG expired December 31, 2025, and provided $25,500 annually to the City of Peterborough.
Traffic Technical Working Group
Council will consider Terms of Reference to establish a Traffic Technical Working Group (TTWG) that would streamline the process for various Traffic and Parking Services related requests.
Authorizing the TTWG to systematically review requests and concerns will promote efficient and effective traffic management, enhance parking solutions, contribute to public safety, and help maintain accessibility to the City’s transportation system.
Delegating the authority to the Director, Engineering and Capital Works to amend certain by-laws which regulate traffic and parking within the City will allow staff to effectively implement recommendations from the TTWG which the Director approves.
The staff from the City’s Traffic and Parking Services will keep applicants informed on the status of their request and on the Director’s decision.
Council retains its jurisdiction to establish, amend and repeal its standards, including those that may be established, amended and repealed pursuant to authority delegated to the Director.
The TTWG will schedule to meet monthly to review traffic and parking related requests or concerns. Members of Council, residents and staff may submit requests or concerns through an application form that will be posted on the City’s website. Applicants will receive a response detailing the next available TTWG meeting date that the application will be reviewed. Applications will be reviewed by the TTWG to determine if further technical assessment is merited, allowing for enhanced prioritization of resources.
Heritage designation - 201 George St. N.
Council will consider a recommendation from the Peterborough Architectural Conservation Advisory Committee that Council designate 201 George St. N. as a heritage property under the Ontario Heritage Act.
201 George Street North is a landmark industrial building in Peterborough on the edge of the downtown area. It is one of few surviving buildings in the area, which was once the industrial center of the city. Built just before the turn of the twentieth century for the B. F. Ackerman and Son Company Ltd. it showcases an early example of an industrial building and showcases key Victorian elements such as symmetry and evenly spaced windows. It also showcases an early rendition of advertising by featuring tapered pilasters and a frieze that features decorative brickwork.
It has strong historical associations as being the factory for the prominent B. F. Ackerman and Son Company Ltd., which made leather harnesses and other leather goods for horse riding. When the invention of the automobile took off, the company made a pivot and started making leather shoes, producing the ‘Peterboro Shoe’ which allowed them to maintain their prominent status in the community.
Heritage designation - 227-233 Hunter St. W.
Council will consider a recommendation from the Peterborough Architectural Conservation Advisory Committee that Council designate 227-233 Hunter St. W. as a heritage property under the Ontario Heritage Act.
The Albion Hotel at 227-233 Hunter Street West has cultural heritage value as a landmark building on the cusp of the downtown core. It is a rare Second Empire building that still retains its mansard roof, a feature popular in the Victorian era yet with few examples surviving in Peterborough. It is also a unique example of row housing in Peterborough. The property showcases the lives of the working-class in Peterborough in a few of its notable tenants including merchant turn town assessor Cornelius McGrath, grocer Wellington Bradshaw and plumber C. A. Joseph Duranceau. Its location and surroundings make it one of few historical properties on an axis to the downtown core making it a landmark and essential to maintaining and supporting the character of the downtown area.
