Join us as the Program Manager, Operations Initiatives — a dynamic opportunity to help lead operational excellence and continuous improvement across the Public Works Division.

In this exciting role, you’ll support and influence quality assurance, workforce development, and service enhancement programs that directly impact our public spaces — from litter reduction and graffiti management to seasonal cleanups and beautification initiatives. Reporting to the Manager, Public Works Operations, and collaborating closely with senior leadership, you’ll help deliver forward-thinking projects that make a difference.

As a key team leader, you’ll:

  • Provide day-to-day supervision to a small but mighty team
  • Champion staff training and development across the division
  • Track performance, identify opportunities for improvement, and implement innovative practices
  • Support the coordination and rollout of community-focused operational initiatives
  • Gain hands-on exposure to municipal operations, leadership strategy, and project execution

Qualifications

Education and Credentials

  • A university degree in Business Administration, Public Administration, Industrial Engineering, or a related discipline is required
    – OR –
    A college diploma in a related field combined with at least seven (7) years of progressively responsible experience in municipal operations, quality assurance, organizational development, or project coordination will also be considered
  • A postgraduate certificate or diploma in:
    • Quality Assurance
    • Organizational Development
    • Continuous Improvement (considered an asset)
  • Certification in Lean Six Sigma (Green or Black Belt), or an equivalent structured process improvement methodology (preferred)

Experience

  • Minimum of 3–5 years of progressively responsible experience in a leadership or coordination role
    (7+ years required if candidate holds a college diploma instead of a university degree)
  • Demonstrated experience in:
    • Quality assurance and performance measurement
    • Business process analysis and continuous improvement
    • Organizational training and workforce development
    • Project planning, coordination, and delivery
  • Experience implementing change management strategies in unionized and/or municipal environments (essential)
  • Strongly preferred: experience conducting internal audits, compliance reviews, or operational performance evaluations

Skills and Competencies

  • Excellent communication and interpersonal skills with the ability to influence and collaborate across all levels of the organization
  • Ability to work independently and lead initiatives that foster innovation, accountability, and continuous improvement
  • Advanced proficiency in Microsoft Office (Word, Excel, PowerPoint) and project management tools
  • Strong analytical, problem-solving, and time management capabilities
  • Familiarity with:
    • Public works operations
    • Asset management principles
    • Applicable regulations such as Minimum Maintenance Standards and Ministry of Environment guidelines (considered an asset)

Salary

$96, 233 - $105,170 (Non-Union, JC 4)
