Sponsorship Opportunity: Bonnerworth Park facilities

Notice of intention to solicit

The Corporation of the City of Peterborough (the “City”) intends to solicit Corporate Sponsorship from the Business and Non-profit community for Naming Rights or Sponsorship of new recreational facilities. Construction of new recreational facilities within Bonnerworth Park is currently underway and expected to be operational before spring of 2026.  

All Interested parties should provide notice of their interest in writing to the Contact Person below. 

Deadline: Submissions from interested parties are requested by July 4, 2025. 

All inquiries, questions and submissions about this notice must be directed in writing via email to Scott Elliott, Corporate Sponsorship Manager, City of Peterborough. 

The City is not liable or responsible for any costs incurred in the preparation, submission or presentation of any response or submission pursuant to this Notice of Intention to Solicit (NOI). Acceptance of or the use of any information contained in any submission shall not entitle any applicant to reimbursement or other consideration at any time.

This NOI is not intended to create and will not create any formal legally binding contract or bidding process. The issuance of this Notice does not constitute any obligation on the part of the City to enter into an agreement with any respondent or to issue a competitive bidding opportunity. The City may decide, at its sole discretion, to proceed or not proceed with negotiations in relation to any areas discussed or outlined within this notice.

There will be no RFP initiated following this NOI. All parties with an interest in sponsorship opportunities and who may wish to open negotiations with the City should provide a submission. The City of Peterborough Sponsorship team will follow up on each submission received prior to June 30th, 2025. The City of Peterborough reserves the right to enter negotiations with any interested party, at any time, until the City has satisfied its sponsorship interests at Bonnerworth Park.

The City has a Corporate Sponsorship Policy in place to guide and authorize Sponsorship of City programs, services, and facilities. 

The City is undertaking a re-development of Bonnerworth Park. The 2.61-hectare (6.45 acre) community park is delineated by Bonaccord Street (Hamilton Park) and single-family residences to the North, Multi-story residential and institutional buildings to the East, McDonnel Street (lawn bowling) and residences to the South, and Monaghan Road (multi-story seniors housing and residences) to the West.

The entire project scope includes: 

  • 14 Court Pickleball Facility, with lighting (12 Standard courts, 2 Accessible courts).
  • Expansion of the current skatepark facility, with lighting.
  • Bike pump track.
  • Integration with existing washroom building
  • Forty-four parking spaces, including lighting and six accessible parking spaces.
  • Connected, paved, 3-meter-wide lit walkway to traverse the park.
  • Open lawn/green space area
  • Landscaped berms
  • Site furnishings, including a shade shelter, sponsored by Hydro One. 

Bonnerworth Park is a mixed-use community park offering recreational and leisure activities to City and regional residents, tourists, and sport associations.

Population growth of the City’s current 85,000 (approx.) residents, and 135,000 (approx.) regional residents is expanding community needs for new recreational amenities and services.

This park will address the needs of four general user groups: 

  1. User Group 1: Pickleball players will account for a substantial portion of park users as demand for court facilities aligns with significant growth in the sport. Pickleball Canada estimates that 1.54 million Canadians are playing pickleball, according to survey data collected. This marks a 57% increase in participation since 2022. Pickleball players are primarily a 35+ audience with many active mature adults embracing the mental, physical, and social well-being benefits of the sport. The 14-court facility will offer daily recreational play, programming to develop and introduction inexperienced players, and opportunities to attract competitive players to tournament play. Growth of Pickleball in Canada is supported by sport organizations like Pickleball Canada and the Peterborough Pickleball Association. The Peterborough Pickleball Association (PPA) is a non-profit organization with a mission to promote participation and access to the sport of pickleball locally. Currently, PPA reports more than six hundred members in the community. Sport associations like these are invaluable to support growth, programming, advocacy, and standards of play.
  2. User Group 2: Peterborough’s “skating” community includes those seeking a purpose-built recreational facility for skateboarding, BMX riding, scootering, and in-line skating. Expanded facilities at Bonnerworth offer users a range of skate park obstacles and features for all skill and age levels. Non-profit sport organizations like the Peterborough Skateboard Coalition and Canada Skateboard are included in this user audience. These organizations support sport standards, growth, user development and programming opportunities in the community.
  3. User Group 3: The City’s first bike pump track offers Peterborough cycling community a new training and recreation environment. Cyclists, including mountain bikers, BMX riders, and even road and gravel cyclists comprise this audience of users. Bike pump tracks offer the cycling community a new and challenging way to improve bike handling skills, build confidence, and have fun. The cycling audience encompass all ages, skill levels, and motivations, including racing, freestyle, commuting/active transit, exercise, and simply exploring the outdoors. This purpose-built track will support continued growth in Peterborough’s cycling community and foster opportunities for cycling programming and skill development.
  4. User Group 4: The Community at large is included within the Park’s overall user audience. Bonnerworth Park offers green spaces, benches, shade shelter, washrooms, lighting, and connectivity to the Trans Canada Trail network (only meters from the park entrances). The development of new recreational amenities at Bonnerworth Park enhances facilities in the immediate vicinity, including Hamilton Park, Jackson Creek Park, McDonnel St. Activity Centre, and Bonnacord Community Gardens.

A Sponsorship agreement must be signed with a legal entity. The terms of the agreement must include an established timeline with an end date, agreed upon rights and benefits for the sponsor, and a mutually agreeable sponsorship fee. It is expected that a Sponsors goals, values, and strategic direction will align with the user audiences of the park. 

The scope of a Sponsorship Agreement (subject to negotiations) may include any of the following rights and benefits to sponsors: 

  • Naming Rights to the City’s expanded skate park facility, including the existing skate park at Bonnerworth Park.
  • Naming Rights to the City’s new bike pump track, at Bonnerworth Park
  • Naming Rights to the City’s new Pickleball court complex, which includes twelve regular courts and two accessible premier courts, at Bonnerworth Park.
  • Rights to place approved branding, sponsor profile, and advertising at approved locations on-site at Bonnerworth Park. 
  • Business Category Exclusivity is available as a right that may be negotiated within any of the three Naming Right Sponsorship opportunities.
  • On-site signage, branding, or other profiles as negotiated and approved within the City’s Corporate Sponsorship Policy.
  • Audience engagement opportunities through alignment with programming or on-site activations.
  • Digital and print communications recognizing sponsors or naming rights holders.
  • Community goodwill through City Communications, Public relations activities, and on-going references to the facilities names.
  • Participation in the Ribbon Cutting event, and Official re-opening of Bonnerworth Park and its new amenities.

The City intends to negotiate the terms of an agreement that would focus on the new recreational amenities at Bonnerworth Park. The City is open to prospective sponsors to consider sponsorship benefits and opportunities extending to other City facilities, programs, or services. Sponsorship opportunities may include other Recreational Facilities and Services, Arts and Cultural facilities and services, and public infrastructure services, such as Public Parking, Transit, and Trails. 

Interested Sponsors will be considered based on the content of their proposals and their business/objectives alignment with Park user audiences.

At the City’s sole discretion, the City may contact any prospective sponsors to outline the next step. Next steps will be an exploration phase consisting of discussion to identify details of each prospective sponsor’s objectives, strategies, and budgets, which will determine appropriate fit as a sponsor. Following exploration, a negotiation/agreement phase will begin, where the City undertakes development of a draft agreement that may be presented back to one or more prospects for a response. Prospects responses will be reviewed, and a single prospect will be engaged into exclusive negotiations to finalize an agreement. 

Submission Requirements:

Interested prospects should submit their notice of interest in writing, via e-mail, to the contact person listed above, along with the following information:

  • Quote “Notice of Intention to Solicit – Recreational Amenities at Bonnerworth Park.
  • Company or organization profile. This will include name, brands, products, target audience, location of office(s), length of time in business, and key sponsorship objectives.
  • Identify any similar partnerships and/or sponsorships that the business has been involved with.
  • Identify sponsorship interests, in terms of recreational amenities, users audiences, and intended outcomes.  
  • Provide any other information you would like the City to consider about your proposed interest in Sponsoring the recreational amenities at Bonnerworth Park.

Compliance with the Freedom of Information Act and Protection of Privacy Act:

All documents submitted to the City of Peterborough will be subject to the protection and disclosure provisions of the Municipal Freedom of Information and Protection of Privacy Act (“MFIPPA”).
