Owner of two properties fined due to violation of Ontario Fire Code

A complaint regarding fire safety concerns at a rooming house on Rubidge Street and a
commercial property on George Street North has led to $15,000 in fines after the owner of the
two properties failed to address the identified Ontario Fire Code violations.
Peterborough Fire Services conducted a Fire Safety Inspection in March 2016 at a Rubidge
Street location as a result of a complaint regarding a rooming house. Numerous fire safety
concerns were identified in an Inspection Order. On May 3, 2018 before Justice of the Peace
Karen Walker in the Ontario Court of Justice, Si Hwa Liou was found guilty of failing to comply
with an Inspection Order in relation to the Rubidge Street property and fined $10,000.
Si Hwa Liou is the administrator of 1695213 Ontario Inc. that owns a property on George
Street North. The property was inspected in March 2016 due to fire safety complaints.
Inspectors visited the property and found that no work had been done to correct the violations
of the Ontario Fire Code. On May 3, 2018 before the Ontario Court of Justice, Si Hwa Liou was
found guilty of failing to comply with an Inspection Order in relation to the George Street North
property and fined $5,000.
“Peterborough Fire Services works with property owners when seeking compliance with the
Ontario Fire Code,” stated Cathy Robertson, Chief Fire Prevention Officer. “We want to ensure
all residents of our city are safe from fire. Most property owners comply with Inspection Orders;
however, sometimes we need to seek compliance through the court system.”
