Ashburnham Drive Realignment and McFarlane Street Bridge Municipal Class Environmental Assessment

Introduction

A map showing the study area along Ashburnham Drive from Maniece to McFarlane StreetThe City of Peterborough (City) is currently completing the Eastside Transportation Study (ESTS), which assessed transportation infrastructure needs and priorities associated with development planned east of the Trent-Severn Waterway and growth within the east portion of the City. A number of recommended transportation projects were identified as part of the ESTS, including the realignment of Ashburnham Drive, generally between Maniece Avenue and McFarlane Street, and the replacement of the existing McFarlane Street bridge crossing of the Trent-Severn Waterway. The City is now initiating Phases 3 and 4 of the Municipal Class Environmental Assessment (MCEA) process for the proposed modifications to Ashburnham Drive and the McFarlane Street bridge.

Study Process

This study is being undertaken in accordance with the planning and design process for Schedule C projects, as outlined in the Municipal Engineers Association MCEA document (October 2000, amended in 2007, 2011 and 2015), which is approved under the Ontario Environmental Assessment Act. The ESTS was undertaken in accordance with the Master Plan process, which generally addresses Phases 1 and 2 of the MCEA process. The City is proceeding with Phases 3 and 4 of the MCEA process to complete the planning and preliminary design for these recommended projects, which generally includes identifying and evaluating a range of alternative design concepts, identifying a preferred design, and documenting the decision-making process within an Environmental Study Report.

Online Public Information Centre 1

As part of this study, a comprehensive consultation process is being undertaken and your participation is encouraged. An Online Public Information Centre (PIC) has been scheduled to present the study background, preliminary evaluation criteria and alternative design concepts and next steps in the study process. Online PIC 1 will be available for your review and comment on the study website at www.connectptbo.ca/ashburnhamea. A recorded presentation will be offered as part of the online PIC between September 8 and September 30, 2022.

A live virtual presentation is also being offered on September 22, 2022, between 1 p.m. to 2:30 p.m. and again at 6:30 p.m. to 8 p.m. The same presentation will be shared at each virtual event, and each event will be followed by a question and answer period.
