2025 Budget Process Continues
Peterborough, ON - City Council held a General Committee meeting on Tuesday, June 11, 2024 to hear presentations on City services as the City begins to put together the Draft 2025 Budget that is expected to be presented in November 2024.
The presentations were for information, with no recommendations at this early stage in the 2025 Budget process. Council received details on existing service levels, options for service level increases and decreases and factors affecting the budget.
Council heard presentations on the following program areas and divisions on Tuesday:

- Government Relations
- People and Culture
- Emergency and Risk Management
- Financial Services
- Information Services
- Materials Management
- Strategic Communications and Service Peterborough
- Clerk’s Office
- Court Services
- Legal Services
- Realty Services
- Municipal Law Enforcement Services
- Fire Services
- Arts and Culture
- Peterborough Public Library
- Recreation and Parks Services
- Social Services
Council will continue the pre-2025 Budget discussions to complete the information report on City services during a second meeting that will be scheduled for later this month. The remaining divisions and program areas for presentations include:
- Asset Management and Capital Planning
- Building Services
- Engineering and Capital Works
- Planning Development and Urban Design
- Peterborough Airport
- Environmental Services
- Public Works
- Transit
The presentations and videos of the meetings will be posted on the City website at peterborough.ca/agendas.
At the end of the presentations on City services later this month, Council may consider providing direction on the preparation of the Draft 2025 Budget.
The Draft 2025 Budget as developed by City staff is expected to be presented to Council at its meeting on November 4, 2024, which will be followed by three public meetings to hear feedback from residents before Council deliberates on the Draft 2025 Budget during two meetings on November 18 and 19. The Mayor's 2025 Budget is expected to be adopted on December 9, 2024.
The 2025 Budget process started in March 2024. The City has held two consultation meetings, one with a presentation followed by an opportunity to speak with budget team members and another that was an informal drop-in meeting for conversations with the budget team. A budget survey was open from March 28 to April 26, which generated 220 responses. An overview of the budget survey responses has been posted on the City’s online consultation platform at connectptbo.ca/2025Budget.
