Job Details

Coordinate the production of Interim, final and supplementary property tax notices; Provide timely and accurate calculation, preparation, delivery and collection of all municipal and education property taxes while carrying out the statutory duties of the Tax Collector as directed by Provincial Legislation; Manage the City’s assessment base.  Launch and defend the City’s position at Assessment Review Board hearings.  Process tax sale properties in accordance with the Municipal Act and in coordination with the City’s Solicitor’s Office; Approve and reconcile tax adjustments made to tax rolls; requisition refund cheques payable to tax payers, respond to out of ordinary customer complaints; Facilitate training on property tax software; Monthly and year-end processes; Provide expert advice on legislative matters affecting property taxation and coordinates the establishment and administration of a comprehensive property tax billing and collection policy and procedure.

Qualifications

Requires an individual who has post-secondary degree or college equivalent in business or commerce with an emphasis on accounting. Successful completion of the Municipal Tax Administration program; AMCT designation would be an asset; Minimum five (5) years’ experience in a municipal taxation, finance and revenue environment, with three (3) years’ experience in a municipal tax collector role/capacity. Must possess a comprehensive working knowledge of the Municipal Act as it relates to taxation, Assessment Act, Payments in Lieu of Taxes Act, Crown Corporations payments regulations and Municipal Freedom of Information Legislation. Computer proficiency with advanced Microsoft office and financial system application skills; sound knowledge of general accounting principles and practices, current legislation relating to property taxation; and of the tax levy calculation process. Strong organizational and time management skills; ability to manage competing priorities and coordinate a number of tasks at one time. Exceptional communication and interpersonal skills, demonstrates personal attributes as a team builder, communicator, strategic thinker and superior customer service skills with a reputation for reliability, integrity, and a helpful, facilitating approach. Working knowledge of municipal property taxation software

$88,191-$96,398
