Job Details

Lead, coordinate and/or conduct Transportation Planning projects/studies to support all sections of the Transportation Division, including Transportation Planning/Traffic Engineering, Parking, and Public Transit.  Lead and coordinate the Transportation Division review of all land use planning development applications affecting transportation policies and infrastructure including Official Plan Reviews, Secondary Plan Transportation Studies, Traffic Impact Studies, and subdivision / site plan reviews.  Research, develop, and propose new Transportation Planning Policies and Standards, prepare reports, complete presentations and lead  consultation programs with Industry peer groups and the public to advance new Transportation Planning initiatives.


Knowledge and experience normally associated with a University degree in Transportation Engineering or Planning plus 5 years of progressive experience conducting studies and/or managing major transportation planning projects; or the equivalent combination of education and experience (for example, 3 year Community College Diploma in Transportation Engineering, Transportation Planning or equivalent plus 10 years of progressive experience conducting studies and/or managing major transportation planning projects in a municipal, provincial government or consulting environment).   Requires: demonstrated experience leading projects and teams through complex and often controversial transportation planning projects; knowledge of engineering and design principles and standards; knowledge of and experience with land use planning principles and standards; knowledge of and experience in policy development; knowledge and experience developing and using computerized transportation planning models using software such as TransCad, Visum, emme/2, or equivalent; knowledge and extensive experience using Traffic Operational Analysis software such as Syncho/SimTraffic, Vissim, Aimsun, or equivalent; knowledge of relevant legislation (e.g. Environmental Assessment Act, Highway Traffic Act, Municipal Act, Planning Act, Development Charges Act, etc); excellent written and verbal communication skills for making presentations to large groups, writing reports, facilitating public meetings, directing and guiding consultants, and responding to inquiries of the media, elected officials and public; can work with minimal supervision and establish priorities amongst numerous competing demands; extensive experience in contract tendering, administration; excellent leadership, negotiation, and problem solving skills to resolve issues, find settlements, and guide the work of others including consultants and contractors; advanced report writing skills to prepare formal reports and recommendations for Council and senior staff; has ability to deal with the public in a fair and equitable manner; is able to maintain  a  calm  and  orderly  manner  in  a  stressful  work  environment and in controversial or adversarial situations;  has  email, word  processing, spreadsheet and database computer training; has experience using computerized transit planning software; has well-developed technical, public relations, interpersonal  and  communication  skills;  Requires a valid driver’s licence and ability to work extended hours to addend evening meetings, as required, to perform duties of position.
