The Social Services Division of the City of Peterborough is seeking a Social Assistance Program Manager who will work with the senior team to plan and deliver seamless social services in the City and County of Peterborough. As an Employment Services Transformation (EST) prototype community, the Social Services Division is undergoing changes to modernize social assistance delivery. The ideal candidate will be a dynamic leader who is passionate about quality service, an innovator who can build successful relationships through collaboration, and a forward-thinker who has experience developing and implementing change strategies.  The successful candidate will mentor, develop and support individuals within an integrated service model; supporting both internal and external stakeholders to create a system that will deliver long-term outcomes for individuals.

The Social Assistance Program Manager will manage the effective and efficient administration and delivery of the Ontario Works program with an emphasis on Life Stabilization within the City and County of Peterborough and lead the planning, delivery and evaluation of a wide range of programs to support new and existing initiatives and services. This position leads and manages staff directly and indirectly by monitoring productivity and performance to ensure a holistic customer service approach to clients seeking financial, employment, housing and other social supports ensuring the Division’s priorities are met. This includes promoting a service oriented culture of teamwork and integration within the workgroup, Division and City while making recommendations on continuous improvement activities. Develop and implement service delivery standards, generate and disseminate information and Key Performance Indicator data, policy updates and program enhancements while working with the annual budget to ensure compliance with legislation, policies, standards and various service and operating agreements. The Program Manager will develop and maintain collaborative and strategic relationships with municipal peers, community leaders and Ministry officials to solidify partnerships, long-term objectives and plans as well as design stakeholder consultations to inform service planning, implementation of programs and services delivered by the Division.


Knowledge and experience normally associated with an individual who has a minimum 4 year University Degree in Social Sciences and 7 years related social services management experience. Knowledge and understanding of social issues and demographics of the City and County of Peterborough and experience in a municipal environment is an asset. Must possess strong leadership, management, and team building skills; proven interpersonal, negotiation and communication skills; the ability to effectively coach, motivate, and coordinate the work of others; the ability to support and facilitate positive work relationships in a unionized environment; good public and employee relations skills. Must have excellent analytical, problem-solving skills, project management, facilitation, planning, financial management/budgeting and forecasting skills.  Must have extensive knowledge of relevant legislation including working knowledge of legislation that supports the delivery of Social Services programs such as the Ontario Works Act, the Ontario Disability Support Program Act, the Social Housing Reform Act, the Social Housing Reform Act, the Day Nurseries Act, the Municipal Freedom of Information and Protection of Privacy Act, the Child and Families Act and the Residential Tenancies Act. Must have a valid Driver’s licence and provide own transportation to fulfil the responsibilities of the position. Frequent travel to fulfil the requirements of the position is required.
