Job Details

Research, develop and prepare the City’s procurement by-laws, policies, procedures and templates, Coordinate the City’s Procurement Processes, including all formal bid solicitation documents - Requests for Tenders, Proposals, Quotations and Requests for Pre-Qualification; Coordinate purchasing processes, from establishing Purchase Orders to receiving and processing of invoices; lead specific procurement processes for goods/services used City-wide; coordinate the City’s Central Stores Inventory system; coordinate the review of all payments made on City Corporate Purchasing Cards; and coordinate the review and posting of applicable Travel and Hospitality forms to the City’s website.


Requires a three year diploma or degree in Business, Economics, Supply Chain Management; Operations or Materials Management, or equivalent, with some accounting knowledge; plus five years related experience with a minimum of 3 years in public sector purchasing at a senior buyer level, including supervisory experience.

Must possess knowledge of the principles, practices and procedures of procurement, leadership and team building skills; the ability to effectively coach, motivate, and coordinate the work of others; experience in a computerized work environment including an intermediate level knowledge of Microsoft Office Suite of applications and ERP software. Ability to support and facilitate positive work relationships in a unionized environment, and demonstrate excellent employee relations skills.  The incumbent must possess proven interpersonal and communication skills along with the ability to read, write and comprehend complex documents with critical attention to detail, a creative/innovate focus on service delivery; a commitment to customer service and continuous improvement; a respect for the diversity of opinions, perspectives and ideas; and be comfortable with changing priorities and demands (Membership in the Ontario Public Buyers’ Association or Supply Chain Management Association of Canada and designation or advanced level standing as a Certified Public Procurement Officer (CPPO) or Certified Supply Chain Management Professional (CSCMP) designation is preferred.)


Hourly Rate: $48.46
