Parkhill Road West Major Infrastructure Project
Current project status
It is currently estimated that the project will be reopened in September 2024. The project was originally expected to be completed in July 2024. Due to multiple factors during construction of the project, such as adding earth retaining structures that were not part of the original details in order to protect public infrastructure and private property in the constrained corridor, more time is required to ensure its successful completion.
The active construction has been underway for about nine months (not including winter shutdown), a timeline that aligns with the typical duration for this scale of major reconstruction that includes replacement of sanitary sewers, storm sewers, watermains, and road components.
The City appreciates the patience and understanding of all as work continues to complete this important infrastructure upgrade.
Project background
Parkhill Road West from Aylmer Street North to George Street is closed to through traffic, with access maintained for local traffic, during the major infrastructure project that includes replacing storm sewers, sanitary sewers, and the watermain as well as road reconstruction.
Construction on the project, awarded to Trisan Construction, began in June 2023.
Detour routes are posted.
"The Parkhill Road West Reconstruction project is a crucial investment in our City's infrastructure. The upgrades and improvements will enhance safety, promote efficient traffic flow, and contribute to sustainability through Low Impact Development Features as well as upgraded storm water management,” Mayor Jeff Leal said at the beginning of construction.
The project includes excavation, grading, removal and installation of storm sewers, sanitary sewers, watermain, storm, sanitary and water services, low impact development (LID) features, stormwater management, new curb and gutters and sidewalks. The project will also include structure adjustments, asphalt milling, base and surface asphalt installation, tree plantings, signage installations and pavement markings.
Traffic management and calming measures are being put in place as part of the project, including reconfiguring Parkhill Road at Bethune Street and at Aylmer Street to improve traffic and pedestrian safety, adding a raised median, and closing the south leg of Bethune Street at Parkhill Road.
Detour routes include the following:
- The east bound traffic detour on Parkhill Road is Reid Street to McDonnel Street to Water Street to Parkhill Road.
- The west bound traffic detour on Parkhill Road is George Street to McDonnel Street to Reid Street to Parkhill Road.
- The alternate detour route for George Street south bound traffic is Barnardo Avenue to Wolsely Street to Chemong Road to Reid Street to Parkhill Road.
Elcombe Crescent is closed from Water Street to Parkhill Road West for the duration of the detour routes. Access to local properties will be maintained.
Pedestrian detours
Intermittent closures of the Rotary Greenway Trail crossing at Parkhill Road West are expected during the construction period. Pedestrians will be detoured to the crossing at the signalized intersection of Parkhill Road West and George Street North. The Rotary Greenway Trail will remain open throughout the construction project.
Alternate cycling routes
- Route 1: Travel east along Antrim Street to Water Street, turn north on Water Street and travel west onto Barnardo Street where the trail continues.
- Route 2: Travel east on London Street, crossing at the London Street pedestrian bridge. Continue north on the Rotary Greenway Trail, where there is a trail connection that crosses the river near Water Street, George Street and Hilliard Street.
