Position Description
The Manager, Public Works Asset Administration specializes in Fleet Administration, focusing on asset management, strategic planning, technology advancements, and policy implementation. This role supervises, directs, and organizes divisional activities related to the procurement, maintenance, and repair of public works assets and City-owned equipment, including P.U.G. vehicles. Responsibilities include overseeing the ordering of parts, materials, and services, managing related documentation, and coordinating the City’s Fleet Operations Management Program. The position also prepares proposals, quotes, and tenders for equipment acquisitions, handles warranty follow-up, investigates and estimates damage costs for vehicle accident claims, and ensures compliance with relevant legislation for a modern fleet services facility. Additionally, the Manager applies asset management best practices such as condition ratings, life cycle costing, and replacement modeling for City-owned fleet vehicles and equipment. As a key member of the Public Works management team, the role represents the fleet services division, leads innovative strategies, and utilizes change management to drive continuous improvement.
Qualifications and Other Pertinent Details
Post-secondary education in fleet management, purchasing, maintenance planning and scheduling or a related field, or the equivalent combination of education and experience. Minimum of five years of municipal operations, technical and maintenance experience, with five years of supervisory experience in the coordination of work crews, work assignments and best practices in a unionized environment.
A certificate/diploma in asset management, and/or a certificate/diploma in project management is preferred. Certified Public Fleet Professional (CPFP) is an asset. Experience with managing labour and employee issues is essential, preferably in a unionized environment. Training in legal proceedings, claims defense, or related an asset. Solid understanding of fleet asset management, principles shop management practices, repair procedures and preventative maintenance theory.
Experience leading complex procurements, including RFPs, RFQs, RFTs. Knowledge of Ministry of Transportation, Ministry of Environment and Ministry of Labour requirements. Knowledge of applicable legislative requirements such as the Occupational Health & Safety Act, the Employment Standards Act, the Highway Traffic Act and the Commercial Vehicle Operator's Registration program.
A valid driver's license with a clean driving record acceptable to the City of Peterborough.
Classification for this position: Non-Union Job Class 6
Salary/Hourly Rate: $120,634 - $131,866
