Job Details

The Manager, Infrastructure Planning is responible for managing programs ensuring proper stewardship of the City’s storm and sanitary infrastructure, internal Geographic Information System (GIS) technology and mapping services, urban forest as well as the Corporate long-term Asset Management Plan. This includes the effective management, prioritization and coordination of work plans in a multi-disciplinary group. 

Lead City processes in smart growth including Emerging Technologies, Watershed Planning and Low Impact Development initiatives, while communicating effectively with the community and external stakeholders. Oversee processes related to the impacts of Climate Change to ensure areas of responsibility support the City’s Environmental Stewardship, Climate Adaptation and Mitigation policies and plans.  Ensure applicable municipal infrastructure projects meet the requirements of various a legislative Acts and provide safe, reliable services.  Serve as an advisory resource to other Departments, community groups and Indigenous communities related to applicable responsibilities.


Requires a candidate who has knowledge and experience normally associated with a Bachelors degree from an accredited university in water, civil, environmental engineering or a related field, with current related Professional Designation(s) in good standing , and has a minimum of 10 years of progressive experience,  related to  aspects of infrastructure management including knowledge in the field of urban forests, storm water management, planning and geographic information systems and asset management experience in a municipal or consulting engineering environment. 

Requires:  demonstrated experience in successfully leading teams through major projects; advanced knowledge of engineering principles and standards, and related legislation (e.g. Environmental Assessment Act, Planning Act, Water Resources Act, Fisheries Act, Lake and River Improvement Act, Municipal Act, Occupational Health and Safety Act etc.); proven project management, planning, organizational, financial/budget management skills to develop long term capital plans; extensive experience in contract tendering and administration; strategic thinking, excellent leadership, communication, negotiation, and problem-solving skills to successfully direct and guide the work of others including consultants and contractors; strong report writing and presentation skills; extensive experience with a variety of engineering related software applications and geographic information systems.  Requires a valid driver’s license to fulfill the requirements of the position and the ability to work extended hours to attend evening meetings, as required.
