Notice of Complete Application and Public Meeting Secondary Suites Policy Review

Event date: Monday, May 14, 2018, at 5:30 PM
Location: Council Chambers, City Hall

Take Notice that the City of Peterborough has initiated the following applications and pursuant to the Planning Act, R.S.O., 1990, c.P.13, the General Committee will hold a public meeting in the Council Chambers, City Hall at 5:30 p.m. on Monday, May 14, 2018, to consider the applications under Sections 17 and 34 of the Act:

1. Files: O1801 and Z1804
Affected Lands: City-wide
Applicant: City of Peterborough Planning Division

The City of Peterborough is proposing to amend its Official Plan and Zoning By-law to permit secondary suites within certain residential dwellings throughout the city.

Secondary suites, which may also be known as in-law suites, granny suites, second units and accessory apartments, are self-contained residential units with a private kitchen, bathroom facilities and sleeping areas within dwellings or within structures ancillary to a dwelling.
The Strong Communities through Affordable Housing Act, 2011, amended the Planning Act to require municipalities to permit secondary suites in their official plans and zoning by-laws. Specifically, the City is required to permit secondary suites in single detached, semi-detached and row/townhouse dwellings and within buildings that are ancillary to these housing types if the main dwelling does not contain a secondary suite. The proposed Official Plan and Zoning By-law Amendments will implement this direction.

Additional information and materials relating to these applications, including a copy of the proposed Official Plan and Zoning By-law Amendments, may be obtained from the Planning Division, City Hall, (8:30 a.m. to 4:30 p.m., Monday to Friday).

For more information about this matter contact the Planning Division at 705-742-7777 – Brad Appleby at ext. 1886 (email: bappleby@peterborough.ca).

The Strong Communities through Affordable Housing Act, 2011 (Bill 140) and the Planning Act (as amended) require the Municipality to establish official plan policies and zoning by-law provisions permitting second units in single, semi, row houses, and in accessory structures. Pursuant to the Planning Act there is no right to appeal in respect of the official plan policies and/or by-laws or any requirements or standards that are a part of the official plan policies and/or by-law. Please note that Ontario Regulations 543/06 and 545/06 do not apply to these official plan policies and zoning by-law provisions.
A key map is not provided as the proposed amendments pertain to the entire city.

A Staff report will be available by 12:00 p.m. on Thursday, the 10th day of May, 2018.

Dated at the City of Peterborough this 16th day of April, 2018.
