Effective January 1, 2013 some properties from Otonabee-South Monaghan Township were annexed into the City.

The attached Annexation Map depicts the area that is included in this annexation.

Municipal Representation

All lands annexed from the township have become part of the ward system in the City of Peterborough. There are two Council members that represent each ward. The Mayor represents the entire City.  The properties included in the 2013 annexation have become part of Ward 4 - Ashburnham Ward.

Tax Phase-In Period - Properties annexed in 2013 are taxed at the full City tax rates, as applicable, beginning the 2016 taxation year

Property owners within the annexed areas have their property tax increase phased in over a four-year period. The phase in is based on the difference from what the owner would have paid to their respective township in 2013 and what they would have paid if they were in the City based on the City’s tax rate. This difference is the increase amount which is being phased in with 25% added to the 2013 tax bill, 50% of the increase added to the 2014 tax, 75% of the increase added to the 2015 bill and by 2016 the taxes will be in parity with all City taxpayers with the same assessed value.


A change in service territory is not automatic where annexations are concerned. The PUS (Peterborough Utility Services) would need to make application to the Ontario Energy Board to take over any such annexed areas.

At this time PUS has no plans to include these properties in their service territory. Therefore all properties that are part of the annexation will remain customers of Hydro One.

Municipal Services Directory

Welcome letters were sent out to all annexation taxpayers. Included with the letters was a Municipal Services Directory which highlights the many services the City has to offer along with contact information for these services and departments.

Garbage Pick-Up and Recycling

Effective January 1, 2013 all of the annexed properties are serviced by the City’s Waste Management system. Recyclables and household waste are picked up on a weekly basis on Wednesday. There is a two-bag limit for household garbage.

The City of Peterborough has a "two-stream" recycling system to make recycling collection quicker and more efficient.  Keep your "containers" separate from your "paper products".  For further information please visit the Waste Management website at
