Annexation

Effective January 1, 2008 some properties from Smith-Ennismore-Lakefield and Otonabee-South Monaghan Townships were annexed into the City.

History

In 1993 the City approached the Councils for Otonabee and Smith Townships with a restructuring proposal to effectively annex part of their respective lands to ensure future growth for the City.

This proposal involved a two-phase annexation. Phase 1 took effect January 1, 1998 while Phase 2 took effect January 1, 2008.

The attached Annexation Map depicts the two distinct phases of the annexation.

Municipal Representation

All lands annexed from the townships have become part of the ward system in the City of Peterborough. There are two Council members that represent each ward. The Mayor represents the entire City.

The attached Ward Boundary Map indicates the ward boundaries for the City as of January 1, 2008. Also, you can access the list of Councilors and their contact information.

Tax Phase-In Period

Property owners within the annexed areas have their property tax increase phased in over a four-year period. The phase in is based on the difference from what the owner would have paid to their respective township in 2008 and what they would have paid if they were in the City based on the City’s tax rate. This difference is the increase amount which is being phased in with 25% added to the 2008 tax bill, 50% of the increase added to the 2009 tax, 75% of the increase added to the 2010 bill and by 2011 the taxes will be in parity with all City taxpayers with the same assessed value.

Hydro

Annexed taxpayers that were part of Phase 1 of the annexation were automatically switched to Peterborough Utilities Services (PUS) customers.

However, due to regulation changes in 1998, a change in service territory is not automatic where annexations are concerned. The PUS now needs to make application to the Ontario Energy Board to take over any such annexed areas.

At this time PUS has no plans to do so. Therefore all properties that are part of Phase 2 of the annexation will remain customers of Hydro One.

Municipal Services Directory

Welcome letters were sent out to all Phase 2 annexation taxpayers. Included with the letters was a Municipal Services Directory which highlights the many services the City has to offer along with contact information for these services and departments.

Garbage Pick-Up and Recycling

Effective January 1, 2008 all Phase 2 properties are being serviced by the City’s Waste Management system. Recyclables and household waste are picked up on a weekly basis. There is a two-bag limit for household waste. Cardboard can also be included in the weekly recycle box. Please ensure that it is bundled and tied separately. View the Recycling Map that details the household waste & recycling pick-up days for each area of the city.
