Project Components and Timeline

The Transportation Plan Review process is now almost completed and the final report will be available in early 2012. The project consisted of six phases, each taking place sequentially.  The project components are listed below according to the Phase in which they were completed. The writing of the report (Phase F) is the only remaining component of the project to be completed.

Project Components

Phase A – Problem Statement

 

Develop public / stakeholder communication plan

 

Create project website for communicating with the public

 

Issue notice of study commencement

 

Obtain & review background documentation and data

 

Confirm study area limits for the Transportation Plan & Travel Demand Model

 

Establish road capacity assumptions

 

Develop & calibrate the TransCAD travel demand model for the AM and PM peak period

 

Review road network performance and identify deficiencies

 

Identify issues & opportunities related to transit, walking, and cycling

 

Meet with the Technical Committee

 

Develop a clear Problem Statement and present to Committee of the Whole for approval

Phase B – Planning Framework

 

Confirm time horizons for the Transportation Plan

 

Examine population and employment forecasts for consistency with the Places to Grow legislation

 

Develop population and employment forecasts for each intermediate time horizon & obtain approval from Committee of the Whole

 

Review mode share targets for transit, cycling, and walking

 

Apply the TransCAD model to develop traffic forecasts for each horizon year

 

Review road network performance and identify deficiencies

 

Develop multi-criteria evaluation framework and economic evaluation framework

 

Define how the evaluation framework will be applied for different elements of the Plan

 

Establish the measurement means and weights for the identified evaluation criteria

 

Meet with the Technical Advisory Committee

 

Prepare newsletter

 

Hold Public Information Session #1

 

Prepare report on the Planning Framework and present to Committee of the Whole for approval

Phase C – Transportation Network

 

TransCAD training for City of Peterborough staff

 

Develop alternative road network scenarios to address deficiencies

 

Examine the current one-way road network and explore options for converting to two-way operation

 

Hold community workshops to brainstorm ideas

 

Model the most promising scenarios in TransCAD & assess operational impacts

 

Assess effects & develop strategic-level cost estimates for alternative scenarios

 

Apply the evaluation framework as defined in Phase "B"

 

Meet with the Technical and Public Advisory Committees

 

Update project website & prepare newsletter

 

Hold Public Information Session #2 to present alternatives

 

Focus group / agency consultation

 

Establish the preferred network plan

 

Prepare a report documenting the alternatives considered and the merit of those alternatives

 

Present report to Committee of the Whole for approval

Phase D – Transportation Master Plan Update

 

Identify improvements to the trail and cycling networks

 

Identify improvements to heavy vehicle routing and regulations

 

Identify transit priority / intensification corridors

 

Refine/augment policies (inc. TDM, parking, etc.) to support the community vision & preferred network plan

 

Prepare the update to the Comprehensive Transportation Plan & circulate to stakeholders

 

Meet with the Technical Advisory Committee

 

Focus group / agency consultation

 

Revise the Comprehensive Transportation Plan & present to Committee of the Whole for approval

 

 

Phase E – Updated Plan Implementation

 

Assess infrastructure staging requirements using results from previous phases

 

Develop Capital Budget Program for each time horizon

 

Update capital & operating budgets for transit service

 

Review/modify the preferred network plan based on the results of the staging analysis

 

Meet with the Technical Advisory Committee

 

Focus group / agency consultation

 

Develop the final recommended plan & present to Committee of the Whole for approval

 

Update project website & prepare newsletter

Phase F – Presentation of Final Report

 

Compile all documentation & prepare final report

 

Hold Public Information Session #3

 

Present final report to Committee of the Whole and other stakeholder groups / advisory committees
