b) That the condominium plans be submitted to the satisfaction of the Director of Planning and Development Services Department.

c) That the Director of Planning and Development Services be given authorization to stamp, date, and sign the condominium plans indicating approval, by the Council of the Corporation of the City of Peterborough, under Section 50 of the Condominium Act, (as amended).

d) That the registration of the condominium plans be withheld until such time as the majority of site work is complete, and the Building Division indicates that all the units are ready for occupancy.

b) That up to $60,000 of the proceeds from the sale be held to improve a City-owned walkway on the edge of the property.

Award of Tender T-49-08 for the Supply and Delivery of Gasoline, Clear Diesel Fuel and Coloured Diesel Fuel

 

That Council approve the recommendations outlined in report CPFRAS08-018 dated December 8, 2008, of the Senior Director of Corporate Services as follows:

a) That Tender T-49-08 for the supply and delivery of gasoline and diesel fuel to the City of Peterborough, and various other municipalities and commissions be awarded to Petro-Canada, 3275 Rebecca Street, Oakville, Ontario L6L 6N5; with delivery by Upper Canada Fuels (2001) Ltd., 660 The Queensway, Peterborough, Ontario K9J 7H2, based on the Toronto Rack Price (or equivalent) in effect on October 1, 2008, plus $0.0160 cartage, discount and mark-up per litre, plus $0.008 GST for a total cost of $0.0168 per litre.

b) That Tender T-49-08 be awarded for a three-year period January 1, 2009 to December 31, 2011, and that subject to satisfactory pricing being established and Council approval, the term may be extended for two additional years being January 1, 2012 to December 31, 2013.

Award of RFP P-42-08 Purchase Card Services

 

That Council approve the recommendations outlined in Report CPFRAS08-019 dated December 8, 2008, of the Senior Director of Corporate Services, as follows:

a) That the City of Peterborough enter into an agreement with the U.S. Bank National Association, 120 Adelaide Street West, Suite 2300, Toronto, Ontario, M5H 1T1, for the supply of Purchasing Card Services for the period January 1, 2009 to December 31, 2013.

b) That subject to satisfactory performance, negotiation and Council approval, the City exercise the option to extend the term for an additional five (5) years January 1, 2014 to December 31, 2018.

That Correspondence CORRES08-061 from the Town of East Gwillimbury requesting that the Provincial and Federal Governments provide more funding that is both predictable and sustainable to municipalities to support aging municipal roads and bridges for information.

Property Tax Deferral

 

That Correspondence CORRESP08-063 from the City of Cambridge regarding their call to the Minister of Finance, the Premier of Ontario and the Ontario Government to assist Ontario residents and property owners of all classes of property tax, through a deferral of the four year phase-in for property tax increases by one year from the present phase in of 2009, 2010, 2011, 2012 to the years 2010, 2011, 2012 and 2013, be received for information.

2008 Airport Progress Report

 

That Council approve the recommendations outlined in Report PLPD08-076A dated December 8, 2008, of the Director of Planning and Development, as follows:

 

That, following the completion of the

Business Case for Infrastructure Development, the City issue a Request for Proposals for a new Peterborough Airp ort Master Plan.

b) That the contract with Barry Electrical Contractors Ltd. to provide all grounds maintenance services, including winter control and grass cutting, as detailed in Report PLPD08-004, be extended to September 30, 2009 on the same terms and conditions as the existing contract, with two (2)

six (6) month renewal periods at the option of the City, to allow for the completion of the Business Case for Infrastructure Development, a new Airport Master Plan and the adoption of a longer-term operations and management structure for the Peterborough Airport.

 

That the contract with Barry Electrical Contractors Ltd. be expanded to include an Airport Operations Coordinator.

That $37,836 be transferred from the 2008 General Contingency to the Airport S

alary and Benefit lines to provide sufficient funds to cover the cost of the secondment of the Airport Manager from August 1, 2008 to December 31, 2008.

 

22. CORRES08-062

City of Kingston

Mining Act

 

That Correspondence CORRESP08-062 from the City of Kingston regarding their endorsement of the three modest proposals that were developed by the Coalition for Balanced Mining Act Reform; petitioning the Provincial Government to reunite all provincially owned mining rights with land that is privately owned and municipally taxed; to give all municipal governments the ability to develop and enforce official plans including mineral land use designation and the subsequent authority to zone lands so as to restrict the locations in which mining activities can be undertaken in accordance with municipal needs; and to require the comprehensive public review of the impacts of proposed mineral exploration and mining activities before such activities be undertaken be received for information.

 

23. Review of Existing Boulevards

Gilchrist Street and

McDonnel Street

 

That Utility Service staff review the existing boulevard treatment on the east side of Gilchrist Street north from McDonnel Street approximately 100 m and prepare a report for Committee of the Whole examining temporary solution options for remedial work such as temporary curbing and planters which could be completed to improve operations by defining, delineating the boulevard as well as existing driveways to private businesses.

 

24. New Year

s Levee

 

Whereas the Mayor of the City of Peterborough has accepted the Lieutenant Governor of Ontario

s invitation to hold the Lieutenant Governors annual New Years Day Levee in the City of Peterborough on January 1, 2009, to honour the City;

And whereas there will be some costs incurred to hold th e event, the total of which may exceed $10,000, that have not been specifically reflected in the 2008 operating budget;

And whereas Section 36(1)(ii) of the City

s Purchasing Policy requires Council authority to transfer more than $10,000 from contingency to finance such unbudgeted items;

It is therefore recommended that all costs associated with the Lieutenant Governor of Ontario

s New Years Day Levee to be held January 1, 2009 in the City of Peterborough be charged to the 2008 General Contingency and be reported as part of the 2008 December 31, 2008 Quarterly Financial Report.

 

25. Events Prior to Exhibition at Morrow Park

 

That a staff report be provided to weigh the merits of an event to be held prior to the Exhibition at Morrow Park.
