The Peterborough City Council support and endorse the reinstatement of Commuter Rail Service between Peterborough and Toronto's Union Station; and further

That the City of Peterborough has set aside land for a passenger train station and parking lot; and further

That upon confirmation from Via Rail and Kawartha Lakes Railway of the resumption of service, the city will begin the construction of the train station and parking lot to coincide with the start up of the service; and further

That this resolution be forwarded to the Honourable Jim Flaherty; Minister of Finance; Honourable Lawrence Cannon, Minister of Transport, Infrastructure and Communities; Dean Del Mastro, MP, Peterborough; Honourable Jim Bradley, Minister of Transportation; Premier Dalton McGuinty; Jeff Leal, MPP, Peterborough; The Mayor and Council of the City of Kawartha Lakes; The Mayor and Council of the Town of Whitby; The Mayor and Council of the Town of Pickering; The Chair Council of Durham Region; The Mayor and Council of Town of Markham; The Mayor and Council of the City of Toronto and finally, the Council of the County of Peterborough

Mayor Ayotte ruled the motion out of order as it had budgetary conditions that the City could not comply with.

Councillor Vass challenged the Ruling of the Chair.

Mayor Ayotte vacated the Chair.

Deputy Mayor Clarke took the Chair and called a vote on the Ruling of the Chair.

The Ruling of the Chair was upheld.

Mayor Ayotte resumed the Chair.

Councillor Vass indicated he wished to introduce a new motion.

That permission be granted to introduce a motion at this time.

Councillor Doris requested clarification from Mayor Ayotte on the introduction of the new motion. Mayor Ayotte advised the only information regarding the federal budget he has received is from the Association of the Municipalities of Ontario (AMO) and Collins Barrow, nothing official has been received. Councillor Farquharson asked for further clarification from staff regarding the introduction of the motion and if there were any urgent timelines to this matter. Staff advised they have not received information regarding the timeline of the proposed rail service project.

That the rules of order be suspended to continue the meeting past 10:00 p.m. to complete this item of business.

A two-thirds vote was accepted to introduce the motion and the motion carried.

The Peterborough City Council support and endorse in principle the statement of the Federal Budget regarding the reinstatement of Commuter Rail Service between Peterborough and Toronto's Union Station; and further

That the City of Peterborough has set aside land for a passenger train station and parking lot; and further

That upon confirmation from Via Rail and Kawartha Lakes Railway of the resumption of service, the City is prepared to work will with all levels of government and the rail service in the establishment of the appropriate facilities for the new link.
