Other Business

Councillor Pappas asked about the status of the motion to ask the Police Services Board for a task force on Drugs. Ms. Reed indicated that there have been extensive discussion in respect to this matter and she was unaware of any action on the matter.

Councillor Hall asked about the CMSM agreement and the right to appeal under this agreement. Councillor Hall also asked about the zoning on the Old Bible college property.

Councillor Vass asked about the status of a report on Places to Grow Legislation.

That staff provide an update on the provinces Place to Grow legislation and implications to the City of Peterborough.

Councillor Martin wondered what actions Council could take to ensure that the economic interests in the region are addressed. Mayor Ayotte indicated that would be appropriate as a topic for discussion at a future meeting.


Councillor Doris enquired about day sales of sporting equipment in motels.

That this matter be referred to staff to provide a report and recommendations to commence the public process to prevent the sale of sports equipment, clothes, etc. in motels and hotels.

Councillor Farquharson asked about the status of the historical designation of Little Lake Cemetery.

Councillor Doris indicated an interest in this matter as his daughter, Ann Farlow, is on the Board of Little Lake Cemetery.

That Council request a report on the status of the application under the Ontario Heritage Act on the historical designation of Little Lake Cemetery.

TO THE COUNCIL OF THE CITY OF PETERBOROUGH, FOR CONSIDERATION AT ITS MEETING HELD OCTOBER 1, 2007

THE PLANNING COMMITTEE, AS A RESULT OF ITS MEETING HELD ON SEPTEMBER 17, 2007, RECOMMENDS AS FOLLOWS:

1. Director of Planning and Development Services

Report PLPD07-044

413 Carnegie Avenue

That Council approve the recommendation(s) outlined in Report PLPD07-044 dated September 17, 2007, of the Director of Planning and Development Services, as follows:

a) That Schedule “A” of the Official Plan as it relates to the subject property, being a portion of 413 Carnegie Avenue, be amended from the ‘Urban Fringe Control Area’ to ‘Residential’ in accordance with the draft amendment attached as Exhibit ‘C’ to Report PLPD07-044

b) That the zoning of the subject property, be amended from the A.1 – Agricultural District to the SP.337 - Special District Residential in accordance with the draft amendment attached as Exhibit ‘D’ to Report PLPD07-044.

c) That the developer undertake, in the site plan, to pay the differential in the area specific development charge.

1900 Lansdowne Street West

That Council approve the recommendations outlined in Report PLPD-07-041A, dated September 17, 2007 of the Director of Planning and Development Services, as follows:

a) That Zoning By-Law #1997-123 be amended by adding a SP.338 – Special District Commercial.

b) That the property known as 1900 Lansdowne Street West, be rezoned from D.1 – Development District to SP. 338 – Special District Commercial in accordance with Exhibit ‘C’ to Report PLPD07-041A.

3. Director of Planning and Development Services

Report PLPD07-040A

872 Dutton Road

That Council confirm its reasons for refusal of Application O0605 and Z0623 to amend the Official Plan and Zoning By-Law for the property known as 872 Dutton Road, to permit a multiple unit residential use and/or a multi-suite residential use, to be stated as follows:

The land use is not supportable due to the anticipated traffic impact on Dutton Road and the surrounding road network,

It is premature to provide for further intensification until further road improvements have been reviewed for the area.


4. Growth Management Strategy

Councillor Vass indicated that SimcoeCounty has implemented a growth management strategy and wondered about the Peterborough strategy. Mr. Hunt explained the provincial growth distribution to the various areas of the province. Councillor Vass requested an update report on this matter.

5. Transportation Plan Review

Councillor Martin asked whether road network solutions would be provided in the near future. A context report will be provided to Council for the transportation review in the near future.

THE COMMITTEE OF THE WHOLE, AS A RESULT OF ITS MEETING HELD ON SEPTEMBER 24, 2007, RECOMMENDS AS FOLLOWS:

1. Report PLPD07-050

Sale of City Property at 131 Langton Street - (Old Fairhaven Site)

That Council approve the recommendation outlined in report PLPD07-050 dated September 24, 2007, of the Director of Planning and Development Services, as follows:

a) That the offer by 2147292 Ontario INC to purchase 131 Langton Street, being the former Fairhaven property, at a purchase price of $1,550,000.00 be accepted.

b) That the acceptance of the offer include a Vendor’s condition providing 60 days to resolve local road network issues and confirm County support, and

c) That a by-law be enacted to approve the sale of the property.

2. Director of Planning and Development

Tender T-45-07 – PeterboroughAirport Drainage and Paving Improvements

That Council approve the recommendations outlined in Report PLPD07-047 dated September 24, 2007, of the Director of Planning and Development Services, as follows:

That Council award Tender T-45-07 for commercial drainage and paving improvements at the Peterborough Airport to Drain Brothers Excavating Limited, RR#2 Lakefield Ontario, K0L 2H0 in an amount not to exceed $319,054.88 plus $19,143 GST.

Award of RFP for Self-contained Breathing Apparatus P-24-07

That Council approve the recommendation in Report CSF07-003, dated September 24, 2007 of the Director of Community Services as follows:

That City Council approve the awarding of the RFP for Self Contained Breathing Apparatus to: M&L Supply, Fire & Safety 3635112 Canada Inc., 14935 County Rd. #2, Ingleside, Ontario, K0C 1M0 with a total cost of $179,798.83 plus GST of $10,787.93.

Award of T-44-07 for the Supply of Computers and Monitors

That Council approve the recommendations outlined in Report CSPTS07-01 dated September 24, 2007, of the Senior Director of Corporate Services as follows:

a) That the City of Peterborough award T-44-07 for the supply of approximately 210 Hewlett Packard desktop computers to Microage Technology Solutions Peterborough of 753 Erskine Avenue, Peterborough Ontario, K9J 7Y6 in the estimated amount of $162,553 which includes $11,407 PST and $8,554 GST, based on a per unit price of $774.06 which includes $54.32 PST and $40.74 GST.

b) That the City of Peterborough award T-44-07 for the supply of approximately 210 LCD monitors and approximately 20 notebook computers to Dell Canada Inc. 155 Gordon Baker Road, North York Ontario, M2H 3N5 in the estimated amount of $78,785 which includes $5,529 PST and $4,147 GST, based on a per unit price for the monitors of $238.26 which includes $16.72 PST and $12.54 GST, and a per unit price for the notebook computers of $1,437.54 which includes $100.88 PST and $75.66 GST.

2008 Council Meeting Schedule

That Council approve the recommendation outlined in report CSCLK07-011 dated September 24, 2007, of the City Clerk, as follows:

That the 2008 Council Meeting Schedule be adopted as presented in Appendix “A” to report CSCLK07-011.

7. CORRESP07-027

Township of TyendinagaAboriginalLand Claims in Ontario

That the correspondence from the Township of Tyendinaga requesting the City of Peterborough support them in their request that negotiations be stayed regarding aboriginal land claims until the Government of Ontario takes an active role in protecting municipal interest be received for information.


 

8. Director of Community Services

Report CSACH07-011B

PeterboroughCentennialMuseum and Archives (PCMA)

Phase 1: Design Phase Update

That Council approve the recommendations in Report CSACH07-011B, dated September 24, 2007, of the Director of Community Services as follows:

a) That Council receive the feedback from the Public Meeting, September 5, 2007.

b) That Council approve the revised scope of the PCMA Expansion Project for architectural design purposes, at the estimated capital construction cost of $15 M (2009 dollars).

c) That $178,700 from the 2006 Capital Levy Reserve be transferred to the PCMA Expansion Project to finance new costs associated with the 2006 capital project in order to complete the Design Phase.

d) That staff keep Council informed of the progress of other source funding available for the capital construction of the expansion project.

That Item c) be amended as follows: that $178,700 project amount be funded with $127,200 from the capital levy reserve and $51,500 from the Province of Ontario grant.

Council at its meeting of October 1, 2007, passed the following resolution:

That Item 8c) be deleted and replaced with the following:

That $178,700 from the 2006 Capital Levy Reserve be transferred to the PCMA Expansion Project to finance new costs associated with the 2006 capital project in order to complete the Design Phase, and that the transfer from the Capital Levy Reserve be reduced by $51,000, in the event that the Library Board approves the assignment of such funds to the project.

9. Director of Community Services

Report CSF07-004

Refurbishing of the PeterboroughMobile Emergency Command Centre

That Council approve the recommendations outlined in this report dated September 24, 2007 of the Director of Community Services as follows:

a) That a 2007 capital budget for $61,600 be established to refurbish the Fire Services mobile command centre, to be funded from $61,600 donated funds including $40,000 from the Peterborough Lakefield Community Police Service, $10,000 from Ontario Power Generation, and $11,600 from other donations.

b) That the quotation for the Refurbishment of the Mobile Command Centre be awarded to PK Vans, a division of PK Welding & Fabrications Inc., 747 Bloor Street West, Oshawa, Ontario, at a quoted price of $50,880 including GST of $2,880.

Traffic Signal LED Conversion Program – Award of Tender T-38-07
and T-662-2007

That Council approve the recommendations in Report USTR07-012 dated September 24, 2007 from the Director of Utility Services, as follows:

a) That the supply of LED “Traffic Signal Indications” from Tender T-662-2007 be awarded to Electromaga Limited 20-760 Pacific Road Oakville, Ontario in the amount of $159,224.99 including GST and PST in the amounts of $8,380.26 and $11,173.68 respectively;

b) That the supply of LED “Pedestrian Signal Indications” from Tender T-662-2007 be awarded to Fortran Traffic Systems Limited 470 Midwest Road Toronto, Ontario in the amount of $116,369.26 including GST and PST in the amounts of $6,124.70 and $8,166.26 respectively;

c) That Tender T-38-07 for the Supply and Installation of LED Traffic Signal and Pedestrian Signal Indications be awarded to AGI Traffic Technology Inc. 2960 Markham Road, Scarborough, Ontario in the amount of $578,020.12 including GST in the amount of $32,718.12 respectively; and

d) That a by-law be passed authorizing the Mayor and Clerk to sign and seal the contract documents.

That Council approve the recommendation outlined in report CSFPRS07-010 dated September 24, 2007, of the Senior Director of Corporate Services, as follows:

Agreement with the County of Peterborough Respecting the EMS Base at 310 Armour Road

That this matter be referred back to the CAO for further discussion with the County on this matter.

That Heritage Pavilion Stage be granted permission for use of the Cenotaph in Confederation Park for a theatre production during the period of October 8 to 16, 2007.
