2. Director of Community Services

Report CSD07-007

Community Service Grants 2007

That Council approve the recommendation outlined in Report CSD07-007 dated July 30, 2007, of the Director of Community Services, as follows:

a) That Kawartha Food Share (KFS) be funded through the City’s new Community Service Grant Program in the amount of $30,000 for 2007; and that staff be directed to develop a Service Agreement accordingly;

b) That the Peterborough Historical Society (PHS) be funded through the City’s new Community Service Grant Program in the amount of $20,000 for 2007 to support the Hutchison House Museum; and that staff be directed to develop a Service Agreement accordingly;

c) That the Hutchison House Museum be designated as a Municipal Capital Facility pursuant to the Municipal Act, 2001;

d) That the 2007 operating budget be increased by $50,000 by drawing from the 2007 contingency fund.

THE PLANNING COMMITTEE, AS A RESULT OF ITS MEETING HELD ON AUGUST 27, 2007, RECOMMENDS AS FOLLOWS:

1. Report PLPD07-022B

442 Reid Street

Former St. Peter’s Elementary School

That Council approve the recommendation outlined in Report PLPD07-022B, dated August 27, 2007 of the Director of Planning and Development Services, as follows:

That Section 365 – Special District 335 of Zoning By-Law #1997-123 be amended by deleting Section 365.3 “a) maximum number of dwelling units” and replacing it with the following:

a) Maximum number of dwelling units 48, of which a minimum of 30 shall be fully wheelchair accessible dwelling units for persons with physical disabilities

In accordance with Exhibit ‘C’ to Report PLPD07-022B.

2. Report PLPD07-042

Part Lot Control Exemption

Wentworth Street and Ralphson Crescent

That Council approve the recommendations outlined in report PLPD07-042 dated August 27, 2007, of the Director of Planning and Development Services, as follows:

That a by-law be enacted to temporarily remove Part Lot Control from Lot 14 of Plan 45M-202 as permitted under Section 50(7) of the Planning Act for the purpose of conveying parcels of land appropriately associated with one detached or semi- detached dwelling unit on each parcel to total four units, each to be held under separate ownership.

3. Report PLPD07-041

1900 Lansdowne Street West

That this item be referred back to staff to meet with the developer, after which time the matter will be returned to Planning Committee, providing a list of approved uses under the special district.


4. Report PLPD07-040

872 Dutton Road

That Council approve the recommendations outlined in Report PLPD07-040, dated August 27, 2007 of the Director of Planning and Development Services, as follows:

a) That Schedule ‘E’ of the Official Plan as it relates to the property, known as 872 Dutton Road, be amended from the ‘Low Density Residential’ to the ‘Medium Density Residential’ designation, in accordance with the draft amendment attached as Exhibit ‘C’ to Report PLPD07-040;

b) That the zoning of the property, known as 872 Dutton Road, be amended from the ‘PS.2 Public Service District’ to a “modified” Residential District R.50 zone, in accordance with the draft amendment attached as Exhibit ‘D’ to Report PLPD07-040;

c) That the modifications to the R.50 zone address the following:

i. Include a ‘multi-suite residence’ as a permitted use.

ii. A maximum of 72 dwelling units or the equivalent combination of units and/or suites (up to a maximum of 144 suites) shall be permitted;

iii. A maximum of 3 storeys plus a parking level;

iv. Notwithstanding the provisions of Section 4.2, 0.75 motor vehicle spaces shall be provided and maintained per residential suite.

Council at its meeting of September 10, 2007, requested a recorded vote on this matter. The motion lost.

5. Future Development and Transportation Options

That staff bring a report forward to Planning Committee within three cycles regarding the future development and transportation options for the area of Dutton Road

Purchase of Property at 1238 Clonsilla Avenue

That Council approve the recommendation outlined in report PLPD07-043 dated September 4, 2007 from the Director of Planning and Development Services, as follows:

That a by-law be enacted to approve the acquisition of a 269 square foot parcel (approximate) of land at 1238 Clonsilla Avenue for a purchase price of $1,000.00, subject to adjustment, with funds drawn from the Engineering and Construction Division Contractual Services Budget.

550 Braidwood Ave – Remediation Date Extension Request

That Council approve the recommendation outlined in report CSFPRS07-009 dated July 30, 2007, of the Senior Director of Corporate Services, as follows:

That the completion date for remediation to be undertaken by 1559643 Ontario Inc. at the property known as 550 Braidwood Avenue, as set out in the remediation agreement as authorized through By-Law 03-213 be extended to July 31, 2009.

Report USWM07-010

Household Hazardous Waste Processing Contract Extension

That Council approve the recommendation in Report USWM07-010 dated September 4, 2007 from the Director of Utility Services, as follows:

a) That the contract with Clean Harbors Canada Inc., 1829 Allanport Road, Thorold, Ontario, for the transportation, processing and recycling/disposal of hazardous materials collected at the City’s Household Hazardous Waste Depot at 400 Pido Road be extended for up to one-year at an estimated cost of $70,000; and

b) That a by-law be passed to amend by-law 04-177, authorizing the extension of the executed contract documents authorizing the Mayor and Clerk to sign and seal the same.


 

4. Director of Utility Services

Report USEC07-039

Highway 7/115 – Parkway Interchange, Class Environmental Assessment and Preliminary Design, Award of Proposal P-20-07

That Council approve the recommendations in Report USEC07-039 dated September 4, 2007 from the Director of Utility Services, as follows:

a) That Request for Proposal Document P-20-07 be awarded to National Capital Engineering Limited, 100 Craig Henry Drive, Suite 202, Ottawa, Ontario, K2G 5W3 for consulting services to undertake a Class Environmental Assessment and Preliminary Design for improvements to the Highway 7/115 – Parkway Interchange for the City of Peterborough and the Ministry of Transportation Ontario, for a cost of $114,570.00 plus $6,874.20 GST; and

b) That a by-law be passed authorizing the Mayor and Clerk to sign and seal the Engineering Agreement.

Report USEC07-021

Strategic Business Analysis for Public Works

Introduction of Final Report

That Council approve the recommendation outlined in Report USEC07-021, dated July 30, 2007, of the Director of Utility Services, as follows:

a) That Report USEC07-021, outlining the results of the January 2007 report entitled Strategic Business analysis for Public Works, from McCormick Rankin Corporation in association with BMA Management Consulting Inc. be received by Council: and

b) That Staff be requested to report further on the possible implementation of the Recommendations contained within the "Strategic Business Analysis for Public Works" report including any cost implications as appropriate.

Report OCS07-010

New Smoking By-Law

That Council approve the recommendation outlined in Report OCS07-010 dated July 30, 2007, of the City Solicitor, as follows:

a) That a new Smoking By-Law, as attached, be enacted by City Council.

b) That the recommendations be applied consistently across the community, specifically including Memorial Centre, Police Station, WWTP and Northcrest Arena.

8. CORRESP07-018

City of Greater Sudbury

Requesting support in the enactment of Bill 150

That Council support the resolution from the City of Greater Sudbury regarding the enactment of Bill 150 and this support be communicated to the Association of Municipalities of Ontario, the Premier of Ontario, the Minister of Labour, the Minister of Municipal Affairs and local member of Provincial Parliament.

Council at its meeting of September 10, 2007, made the following recommendation:

That a report be prepared by staff on the implications of supporting the resolution of the City of Greater Sudbury in respect to enactment of Bill 150 (CORRESP07-018).

City of Owen Sound

Re: the Provincial Government fulfill its responsibility and pay 100% of Court Costs

That Council support the request from the City of Owen Sound in their call for the Provincial Government to fulfill its responsibility and 100% of court costs and that this be communicated to the Association of Municipalities of Ontario, Police Services Board, Association of Police Services of Ontario, MPP and leader of the opposition party.

Report CSACH07-011A

PeterboroughCentennialMuseum and Archives (PCMA), Phase 1: Design Phase Update

That Council approve the recommendations in Report CSACH07-011A, dated September 4, 2007, of the Director of Community Services as follows:

That Council receive the presentation by the team of Lundholm Associates Architects and Lett Architects on the current work on the Design Phase.

Food Service Operation for the Peterborough Memorial Centre

That this item be referred to the next Committee of the Whole meeting.

Council at its meeting of September 10, 2007, made the following recommendation:

That Item #11 be deleted and replaced by original recommendation subject to the contract being amended.

That Council approve the recommendation outlined in Report CSAS07-006 dated September 4, 2007, of the Director of Community Services, as follows:

a) That Council approve the award of a two-year contract for the exclusive food service operation at the PMC to The Compass Group Canada, 5560 Explorer Drive, Suite 400, Mississauga, Ontario for the period June 1, 2007 to May 31, 2009;

b) That Council authorize the Mayor and Clerk to sign the letter of amendment outlining the terms of the two-year renewal of the agreement.

Report CSRS07-004

Revised Operating Agreement – Peterborough Sport & Wellness Centre

That Council approve the recommendations outlined in Report CSRS07-004 dated September 4, 2007, of the Director of Community Services, as follows:

a) That the revised operating agreement between the City of Peterborough and SirSandfordFlemingCollege be approved for the Peterborough Sport and Wellness Centre, and

b) That a by-law be enacted authorizing the Mayor and the City Clerk to sign and seal the necessary agreement.

c) That the amendments to Sections 8.00 and 9.00 of the agreement provide that the annual contributions not be less than $25,000 and $20,000 respectively.

That this matter be referred to staff for a future report on TILMA and that City staff request the Association of Municipalities of Ontario position paper on this matter.

Township of South Stormont

That Council support the correspondence from the Township of South Stormont regarding the Department of Fisheries and Oceans review and approval for drain maintenance and further, that the City communicate this support to the Department of Fisheries and Oceans, with a copy to the Township of South Stormont.

Township of Erin

That the Correspondence from the Township of Erin regarding their petition to the Ministry of Environment for a meaningful levy royalty payable to local municipalities be received for information.

16. CORRESP07-025

Ontario9-1-1 Advisory Board

That Council send a $100 contribution, as requested, to the Ontario 9-1-1 Advisory Board.

Mayor’s Task Force on Poverty Reduction – Consultation Summary Report

That the Consultation Summary from the Mayor’s Task Force on Poverty Reduction be received for information purposes.
