JANUARY 22, 2007

TO THE COUNCIL OF THE CITY OF PETERBOROUGH, FOR CONSIDERATION AT ITS MEETING HELD FEBRUARY 5, 2007

THE PLANNING COMMITTEE, AS A RESULT OF ITS MEETING HELD ON MONDAY, JANUARY 22, 2007, RECOMMENDS AS FOLLOWS:

1. Director of Planning and Development Services

Report PLPD07- 003

2029 MacFarlane Avenue

That Council approve the recommendation outlined in Report PLPD07-003, dated January 22, 2007 of the Director of Planning and Development Services, as follows:

That the application for Zoning By-Law Amendment, submitted by Landmark Associates on behalf of G. and D. Huddleston, to rezone the property at 2029 MacFarlane Avenue from A1 – Restrict Agricultural (Otonabee) to the SP.31 Special District and D.2 – 96 Development District zones, be approved as set out in the draft by-law amendment included as Exhibit C to Report PLPD07-003.

That Section 74 Special District 46 (SP.46) of By-Law 1997-123 be amended by adding a retail establishment for the sale of pets and pet supplies as a permitted use.

Report PLPD07- 004

1257 and 1271 Lansdowne Street West

Proposed Motel and Multi-Unit Residential Development

That Council approve the recommendations outlined in Report PLPD07-004, dated January 22, 2007 of the Director of Planning and Development Services, as follows:

a) That the zoning of 1257 and 1271 Lansdowne Street West, be amended to a “modified” Commercial District C.4 zone; a “modified” Residential District R.5 zone and to the Open Space District OS.1 zone, as set out in the draft by-law, included as Exhibit ‘C’ to Report PLPD07-004;

b) That the modifications to the C.4 zone address the following:

i. Reduce the minimum width of a landscaped space/planting strip along a lot line abutting a residential or development district from 9 metres to 3 metres for a hotel use.

c) That the modifications to the R.5 zone address the following:

i. Reduce the minimum building setback from the side lot line from 3m per storey to 2m per storey;

ii. Include alternate parking provisions at a ratio of 0.75 spaces per residential suite;

iii. Include a minimum 20m setback requirement from top of bank.

d) That a “H” Holding Symbol be attached to satisfy ORCA to ensure that the recommendations of the updated Environmental Report are incorporated into the Site Plan for the first phase of the development (hotel component).

4. Director of Planning and Development Services

Report PLPD07-005

Application for Site Plan Approval

Four two-storey dwelling units and

Five one-storey dwelling units at 2449 Bensfort Road

That Council approve the recommendation outlined in Report PLPD07-005, dated January 22, 2007 of the Director of Planning and Development Services as follows:

a) That the site plan application submitted by McCall Homes Inc. for the construction of four two-storey row dwellings and five one-storey row dwellings at 2449 Bensfort Road be approved, subject to the following conditions:

(i) The deposit of a parkland levy in accordance with The Planning Act, as amended.

(ii) The deposit of site work performance in the amount of $40,000.00

(iii) The conveyance of land to the City, across the Bensfort Road frontage of the property, to attain 15.24 metre wide road allowance width measured from the road’s centre-line.

(iv) The submission of all the technical information requested by the City’s Site Plan Committee.
