COMMITTEE OF THE WHOLE REPORT NO. 20

MEETING OF SEPTEMBER 25, 2006

TO THE COUNCIL OF THE CITY OF PETERBOROUGH FOR CONSIDERATION AT ITS SPECIAL MEETING HELD SEPTEMBER 25, 2006

THE COMMITTEE OF THE WHOLE, AS A RESULT OF ITS MEETING HELD ON SEPTEMBER 25, 2006, RECOMMENDS AS FOLLOWS:

1. Director of Utility Services

Report USTR06-022

Lease Agreement for Ten Transit Buses

That Council approve the recommendations in Report USTR06-022 dated September 25, 2006 from the Manager of Transportation, as follows:

a) That the City of Peterborough enter into a Lease Agreement with Shuttle Bus Leasing 1863 Service Court, Riverside, CA 92507 for the minimum twelve month lease of ten 40 foot 1990 MCI used public transit buses at a lease rate of $2,600 US per bus per month plus one time payment of $5,000 US per bus delivery/pickup charges for an approximate total one year Agreement value of $405,440 Canadian funds plus GST (12% rate was used to convert US funds to Canadian Funds) subject to analysis of all options to the satisfaction of the CAO, Treasurer and Director of Utility Services recognizing that the municipality does not wish to unduly delay implementation of the new transit system upgrades; and

b) That a by-law be passed authorizing the Mayor and Clerk to sign and seal the Lease documents.

2. Director of Community Services

Report CSD06-005

Festival of Lights Interest-free Loan

That Council approve the recommendation outlined in report CSD06-005, dated September 25, 2006, of the Director of Community Services, as follows:

That a by-law be passed to authorize a $45,000 interest-free loan to the Peterborough Summer Festival of Lights, to be repaid from the 2007 grant to said organization as ultimately approved by the next Council as part of the 2007 budget process.

Report CSRS06-009

2006 Contingency Fund Request for the PeterboroughMarina

That Council approve the recommendation in Report CSRS06-009 dated September 25, 2006of the Director of Community Services as follows:

That approval is granted to draw up to $35,000 from the 2006 contingency fund for additional costs to install underground fuel tanks at the Peterborough Marina.
