Official Plan Amendment No. 142: Growth Plan for the Greater Golden Horseshoe

On August 10, 2009, City Council adopted Amendment No. 142 to the City of Peterborough Official Plan in order to comply with the Growth Plan for the Greater Golden Horseshoe, as required by the Places to Grow Act, 2005.

The Growth Plan for the Greater Golden Horseshoe is a provincial plan that establishes a planning policy framework to implement the Province’s vision for managing population and employment growth in the Greater Golden Horseshoe region to 2031. With a vision to building stronger, more prosperous, and complete communities, the Growth Plan will guide municipal and provincial decisions on a wide range of issues that include transportation, infrastructure planning, land use planning, urban form, housing, natural heritage, and resource protection. The Growth Plan intends to achieve this overall vision through specific policy directions that aim to:

  • Revitalize downtowns to become vibrant and convenient centres;
  • Create complete communities that offer more opportunities for living, working, shopping and playing;
  • Provide greater choice in housing types to meet the needs of people at all stages in life;
  • Curb urban sprawl and protect farmlands and green spaces; and,
  • Reduce traffic gridlock by improving access to a greater range of transportation choices.

Official Plan Amendment No. 142 serves to implement this vision in Peterborough by providing policy direction for ongoing and future planning initiatives related to where and how to accommodate urban growth, supporting energy efficient development and transportation, ensuring an adequate production of housing to meet community needs, and enabling the City to harness the benefits that a Community Improvement Plan can offer.
