Community Improvement Plans

On September 12, 2011 the City approved two community improvement plans, the Central Area Community Improvement Plan and the Affordable Housing Community Improvement Plan, in order to lend financial support to downtown redevelopment and revitalization projects and assist in the creation of affordable housing. Information and application packages for each of the financial incentive programs offered under these plans can be found below.  

Central Area Community Improvement Plan (CIP)

The purpose of the Central Area CIP is to provide financial incentives to stimulate private sector investment and revitalization of the Central Area. The CIP contains grant programs meant to help improve the appearance and the structure of commercial buildings, encourage the conversion of upper floor space for residential use, and stimulate the environmental clean-up and redevelopment of older abandoned industrial and commercial sites that may be contaminated.

Affordable Housing Community Improvement Plan (CIP)

The purpose of the Affordable Housing CIP is to provide financial incentives to stimulate the development of affordable housing in the City.

Application forms for the Affordable Housing CIP financial incentive programs are not currently available. They will be posted on this page as soon as they are available.
