Beavermead Campground Study


The Master Plan for Little Lake, received by City Council in 2010, was developed through an extensive consultation program.  It is a comprehensive strategy that will guide the use, decision-making and management of Little Lake and its shoreline areas for the next 20 years.   A fundamental underpining of the Master Plan is the desire for a healthy, functioning and sustainable environment for all the land uses around Little Lake.  

One of the issues identified during this process related to Beavermead Campground and whether or not it was the best use of City-owned lands on Little Lake.  City Council approved a 2011 project to review the advantages and disadvantages of the Beavermead Campground and determine the future of this function in Beavermead Park. The intent of the analysis was to consider both the social and economic benefits of the operations of a municipal campground in a very active public park. The review is two parts. The first is a cost-benefit analysis. The second part is a strategy plan for the future of the lands within the campground.


Beavermead Campground Study - Final Report

Work on the Campground Study initiated in May 2011 and continued through the next seven months. The review included:

  • Camper survey
  • Public survey
  • Stakeholder interviews
  • Two community meetings
  • Review of operations
  • Review of facilities
  • Steering Committee reviews

The draft recommendations were reviewed at a public meeting on October 19, 2011 with approximately 35 persons in attendance. The recommendations were also presented at the Arenas Parks and Recreation Advisory Committee on November 15, 2011.  Both the public and the Advisory Committee endorsed the recommendations. The Committee recommended the report be presented at City Council for final review. The Planning Partnership, in association with TCI Management Consultants, will be presenting the Beavermead Campground Study and its recommendations to City Council on Monday, January 23, 2012.
